<br />Approved <br /> <br />Greenfield stated that the City has asked for a list of materials and colored elevations, and they <br />are currently putting those items together. She also asked that the recommendation of removing <br />the wooden steps from two of their town home styles be struck from the Recommendation for <br />Approval, because there has not been a discussion regarding building materials and while they <br />note staff’s concern they feel that it is premature to remove the wooden steps. She added that <br />David Bernard is currently not developing Outlot A (the proposed office site), which has the <br />proposed trail tunnel and asked that Item 12 C (making the tunnel wide enough to drive a squad <br />car through) be removed from the Resolution for Approval. Chris Winter, Sherman Associates, <br />stated that rather than stating its their responsibility, he would be more comfortable if it is stated <br />its part of a future potential connection into the park trail system. He added that Sherman and <br />David Bernard have not explored what it would entail to put a tunnel under the tracks. Greenfield <br />added that they are not asking for site plan approval for Outlot A and they have shown the <br />connection at the southern end of the site on the site plans to show that they support the idea of <br />connecting the trial. Baker asked Staff how they would like to handle the requirements for the <br />tunnel. Fernelius recommended that it be struck from the approval. O’Keefe inquired if staff <br />knows when the tunnel will be complete and who will pay for it. Fernelius replied that is still a <br />discussion that has to occur between the City and the Developer. O’Keefe asked who is <br />responsible to construct the two other track crossings. Fernelius replied that it has not been <br />defined who will be building any of the track crossings. Winter added that the bridge has been <br />added into the budget for the development, because they feel that it is an important element to the <br />plan. O’Keefe asked if the bridge is in the Developer’s agreement. Winter replied that it is not in <br />the agreement, but it is in the cost estimates and it is their desire to build the bridge. O’Keefe <br />inquired from staff if they are going to write the trail connections into the bridge into the <br />Developer’s agreement. Fernelius replied that the City is still negotiating with the Developer and <br />the City is taking into account that the County Park and the rail road will be part of those <br />negotiations. Zisla inquired why the City was concerned with the wooden stairs. Fernelius <br />replied that the City is concerned with the long-term maintenance of the steps and are looking for <br />something that will hold up well. Staff put the statement in the agreement to help push for the <br />highest quality materials available, but are willing to take other direction from the Commission. <br />Greenfield stated that the City has asked for a list of materials to be used and color elevations, <br />and they would like to discuss stairs at that time. Baker stated that there is not a requirement of <br />requiring a list of materials submitted for the approval. O’Keefe suggested that Item 9 read as: <br />Approval of Typical Building Elevations Submittals (A01, A02, A03, A04, A05, A06, A30 and <br />A31) and materials. Baker would like to amend Item 10 to include the Commissions request to <br />have additional information provided before final approval. He feels that there are too many <br />loose ends that need to be addressed. Fernelius replied while Item 10 is standard language, the <br />Commission can amend the item to include their concerns. <br /> <br />Winter approached the Commission to address question regarding public art. He stated that the <br />sites indicated for public art are within the right of way areas, and the City can at any time put art <br />in those spots. Zisla would like to have a plan with the proposed sites, what may be going in <br />those areas, and who will be paying for them. Tom Harrington, Kimley Horn and Associates, <br />approached the Commission to show them the sites that have been selected as spots for the <br />opportunity to place public art, the green way and the bridge are the perfect places that art could <br />be incorporated. Zisla replied that he wants to know when and how the art will be incorporated. <br />Harrington responded that the City is still in the middle of the process of deciding where the art <br />should go.
