<br />Approved <br />includes surface parking, shared access off of Northwest Parkway, and shared parking arrangements. Each <br />building will be constructed on its own lot with both lots regulated under a single PUD Declaration. <br /> <br />Development of this site for office has been conceptually planned as part of the Northwest Quadrant Framework <br />Plan and Design Guidelines that were adopted in 2005. Development of this site was intended to occur under <br />the new NWQ Zoning Code, however that Zoning Code has yet to be adopted as the concept plan is being <br />modified for the east side of Old Highway 8 NW. In order to facilitate development of the site in a manner that <br />is consistent with the NWQ Design Guidelines, a Planned Unit Development is being processed with underlying <br />MX, Mixed Use zoning. Additionally, a Site Plan Review is required in order to permit development of a new <br />commercial site and a Special Use Permit is requested to allow building height to exceed 40’. <br /> <br />Schiferl asked how Sherman and Rottlund feel about the proposed building height of 52 feet. Gundlach replied <br />that the plans were shared with the housing developers and they voiced no concerns over the proposed building. <br />Schiferl inquired if there will be adequate space for trash and recycling in both buildings. Gundlach replied that <br />there should be adequate space and the applicant has requested additional space for storage in the multi-tenant <br />building. Schiferl stated that the biggest barrier for recycling is lack of storage space. He added that he likes <br />the pervious pavers and the large landscaping islands. Baker asked if a curb will be around the pervious pavers. <br />Gundlach replied that she is not sure if there are curbs, but the City Engineer has asked them to address how the <br />drainage coming off of that section will be handled. The APi architect stated from the audience that there will <br />be curbs. <br /> <br />Scott Weistling, Finn Daniels Architects, stated that the corporate building will have outside recycling and trash <br />receptacles on the south side of the building and the smaller office building will have trash and recycling <br />located inside the building. They are asking that the staff’s recommendation of ten percent storage on the multi- <br />tenant building not include the recycling, trash and mechanicals. Without the possibility of additional storage, <br />they may have trouble attracting tenants for the building. The corporate office is being built as a LEED <br />Certified building. To meet these requirements the site is being drained into the pervious pavers that will <br />infiltrate naturally into the ground. The City Engineer and the Rice Creek Water Shed District have made <br />suggestions to help improve drainage that will be incorporated into the design. The landscape islands were <br />made larger to incorporate bigger trees. <br /> <br />Schiferl inquired if there will be a corporate cafeteria, with food prepped on site. Weistling replied that there <br />are break rooms on each floor with full kitchens, but there will not be a corporate cafeteria. <br /> <br />Mann inquired if someone could explain what sort of commercial vehicles could be parked overnight. <br />Gundlach replied that staff has some concern about commercial vehicles being stored on the property overnight <br />and are looking for direction from the Commission and Council. Fernelius added that it would be helpful to <br />know what sort of vehicles they are taking about. Weistling replied that APi owns several different companies <br />around the Twin Cities area and there may be times when a truck or van with one of their companies name on it <br />may be parked over night on the site. There would be no heavy equipment or trailers and limited to a small <br />number. Baker stated that parking of company vehicles on site is an adequate use of the site and should not be <br />an issue. Gundlach replied that staff was looking for direction and are relieved to know the types of vehicles <br />that would be on site. <br /> <br />Baker inquired why staff wants to limit the amount of storage to ten percent. Gundlach replied that staff is <br />concerned that the multi-tenant office building may become more warehouse than office. Staff wants to make <br />sure that it’s mainly office with ancillary storage. O’Keefe asked how ten percent was determined.
