<br />Approved <br />replied that there was no technical way of coming up with the ten percent and thus the reason why staff is <br />looking for direction from the Commission and Council. Mann asked what sorts of tenants are proposed for the <br />building. Weistling replied that they are mainly looking for office tenants and are not looking for any retail <br />clients or office/warehouse uses. Zisla asked if there is a standard that architects use for storage when designing <br />a building. Weistling replied that it can be anywhere from ten to thirty percent depending upon the client. <br />Schiferl inquired from staff if there is a way to leave out the percentage, but add language that states the space <br />should be office with ancillary storage. Gundlach replied that staff could work with City Attorney on language <br />that states the space should be office with ancillary storage. She added that the larger concern is what staff can <br />do if there is a violation, and it is the reason why a percentage was added and the looser language may not be <br />easier to define over time. Baker stated that he understands how ten percent could be limiting and supports <br />increasing the percentage. Fernelius replied that staff would like to have a number added to the requirement, so <br />that both the applicant and the city will know the limitations of the storage area. Mann added that additional <br />storage would mean fewer employees, which would mean the less stress on parking. Fernelius replied that the <br />issue with this site is that the parking is completely at its limit without going to some sort of structured parking. <br />The idea of less stress on the parking is appealing, but the City wants to avoid the possibility of the building at a <br />later time being converted into a warehouse/office type of structure. Baker stated that he proposes that the <br />percentage be changed to twenty percent, Zisla seconded the recommendation. <br /> <br />Zisla asked what Ramsey County’s issues are with the site. Weistling stated that they have heard from Ramsey <br />County, which objected to the right-in/right-out entrance onto Old Hwy 8, but that APi does not have an issue <br />with the entrance going away. <br /> <br />Howard stated that since the applicant is sixty-four stalls short on this site, he recommends suggesting the <br />applicant consider a Travel Demand Management Plan (TDM) for this site, which would look at techniques and <br />incentives to encourage mass transit and car pooling to the site. Example incentives could be preferred parking <br />closer to the door for groups that car pool to help mitigate the single occupancy vehicles coming to the site. <br />Weistling replied that as part of the LEED certification the applicant has added bike racks to the northern part of <br />the site and the parking on the northern face of the building will be dedicated to van and car pools. <br /> <br />Schiferl inquired how would the City stop employees from parking in the residential area and along Old Hwy 8, <br />if for whatever reason there becomes not enough parking for the site. Gundlach replied that one element of the <br />Northwest Quadrant redevelopment is on street parking, which is available to the applicant if they need it. Staff <br />feels that this would not be a concern. Fernelius added that on the few occasions that they have run into parking <br />concerns or problems the City has dealt directly with the property owner to fix the problem. <br /> <br /> <br />CPH. <br />Motion by Baker, second by O’Keefe to <br />LOSE THE UBLIC EARING <br /> <br />Mann inquired if the PUD will run with the building. Gundlach replied that the PUD will run with both <br />properties. If the properties were ever sold the new owner would have to comply with the PUD. <br /> <br />Fernelius stated that he agrees with Howard’s suggestion of a TDM and recommends making it a condition of <br />approval. Zisla asked what the criteria be, how would it be a reviewed and approved. Fernelius replied that <br />staff would work with applicant on the appropriate language. Howard added that staff could sit down with the <br />applicant and look at some things they are already doing and have the employer think about how to encourage <br />alternant transportation. He stated that he does not have the answer to what the criteria would be or how it <br />would be reviewed, but there is value in doing the exercise.
