Korsch replied that because it’s not <br />their site, they can not do any screening to the site at all. <br /> <br />Greacen stated that the neighborhood is excited to have a plan that looks like it will be constructed. He asked if <br />there is any access to the 11,000 s.f. building from the west side of the building. Anderson stated that the doors <br />on the west side would emergency exits only. Greacen suggested that instead of path along the eastern part of <br />the 11,000 s.f. building, to have the sidewalk start on the western side of the building, and travel across to the <br />front of Champps. He added that the main drive going east seems very crowed with the strip mall right next to <br />the entrance and would like to see the drive-thru taken out so the building could be moved over. <br /> <br />th <br />Tyler Rogstad, 2094 12 Street, agrees with the developer that there is no need for a sidewalk on the north side <br />of the development, since there is one on the other side of the street. He added that having a monument sign <br />alone would be of no use, since as a consumer he has come to identify a development by the tenants in the <br />project. He believes that it would be a safer way to see what tenants are in the development, rather than <br />scanning the buildings as you drive by. He stated that he disagrees with the suggestion of moving the side walk <br />to the western side of the 11,000 s.f. building since the frontage road gets quite a bit of traffic at fairly high <br />speeds. He thinks the proposed location is the best place. <br /> <br />Brad Martins, Recreational Supervisor for Parks and Recreation Department for the City of New Brighton, <br />stated that he is representing the Trails Committee and the 2006 Walkable Communities Workshop where <br />several suggestions have been recommended for improving trail and walking use in the City. He stated that by <br />adding the side walk to the northern end of the site along Palmer Drive allows pedestrians to cross at a stop light <br />rather than at the mid point of a very busy street. The Frontage Road currently ties into the Pike Lake Trail and <br />the suggested sidewalk from the Frontage Road into the development would help move pedestrians off the road <br />more quickly. He added that by moving the sidewalk going into the development from the north side of the <br />main entrance onto the south side causes the road to weave more, it means crossing three crossing rather than <br />two. <br /> <br />Chuck Clivefleter, landscape designer on the project, stated that they changed the sidewalk going into the <br />development from the north side to the south side because it seemed to be a safer crossing, however they were <br />not aware of the 3/1 slope at the first crossing, so they would like to move it back to the northern side if they <br />can get permission from the repair station. <br /> <br />Nancy Grant, 1100 Robin Court, replied that the residents who use the entrance off of Silver Lake Road onto <br />the Frontage Road tend to make that turn very quickly and supports keeping the sidewalk on the south side. She <br />also supports moving the strip mall over, because she states it will be very tight with the amount of traffic <br />coming in. <br /> <br />Mann inquired if some of the parking could be eliminated to widen the main drive and straighten out the <br />sidewalk. Anderson replied that they would loose parking spaces that they need to meet the parking <br />requirements. Gundlach replied that they actually have over 100 stalls more than they need per Zoning Code <br />requirements. Korsh stated that the leasing agreement with LA Fitness requires a certain number of parking <br />spaces and the development just meets those needs. Anderson added that the main drive is quite wide and <br />doesn’t need to be expanded. <br /> <br />Clivefleter stated that the City had asked for the cross at the mid section of Palmer Drive and he does not <br />believe that is a safe crossing.
