<br />Approved <br />Clivefleter replied that they would cross at the corner of Silver Lake Road and Palmer Road. Zisla stated the <br />development would then need to add sides walk on the northern end of the development. Korsch replied that he <br />does not think that Palmer Drive needs sidewalks on both sides of the road, especially since they can not <br />continue the sidewalk past the bank. <br /> <br />Bob Smith, owner of The Garage of New Brighton, stated that people coming from the south will enter in the <br />main sidewalk, people coming from the east will cross at the mid way point on Palmer Drive and people coming <br />from the west will cross on the northern end of Silver Lake Road and can walk up to the mid crossing on <br />Palmer. Clivefleter stated that the mid cross could be painted and the Public Works department could place <br />signs telling vehicles to yield for pedestrians. Rogstad stated that there is a cross walk further up on Palmer <br />Drive and by placing signage stating to yield to pedestrians at the mid-cross for the development will slow <br />traffic down and make that a safer crossing as well. <br /> <br />Mike Birgsted, representative for the owners of Thorndale Plaza, stated that people using the trail system from <br />the east are crossing onto their property to gain access to the crosswalk connecting into the development and <br />this has become a security issue. They would like to see a sidewalk from Thorndale Avenue come down and <br />then connect into the development from the Frontage Road or bringing the sidewalk down the length of the road <br />and then connecting into the development. He added that if there is no serviceable reason for the six-foot fence, <br />the owners of Thorndale Plaza would prefer to open the two properties up to each other and share the <br />landscaping of the area. He added that Champps needs more handicapped spots; with at least two of them van <br />accessible, for a total of at least eight spots. <br /> <br />Clivefleter added that he has had a conversation with the City Forester and will incorporate the verbal and <br />written suggestions into the site. <br /> <br />Grant agrees that the Frontage Road connection needs to be made. She also stated that she is concerned about <br />the single entrance on to Palmer Drive. She stated that there is a large amount of traffic that use the drive <br />through the development to get on to southbound Silver Lake Road and is concerned about the elimination of a <br />drive entrance. <br /> <br />rd <br />Kara Stole, 1608 23 Avenue NW, stated that she supports the crossing at the stop light at Silver Lake Road <br />and Palmer Drive since there are a lot of children in the area and they are not always paying enough attention as <br />they should. She also supports adding the side walk along the northern portion of the site. She would also like <br />to see a path added to the interior of the development running north-south that would connect to the east-west <br />path. <br /> <br />Greacen requested the Planning Commission to look at replacing the sidewalk along the western edge of the <br />development, either with City funds or by having the developer replace it. Since Pike Lake Elementary was <br />closed the school children are now forced to walk this sidewalk that he feels is not safe. Baker stated that would <br />be a City project and would not be part of this application. <br /> <br />Grant stated that the proposed monument sign on the median going into the development will cause sight <br />visibility issues. Gundlach replied that in previous plans the monument sign was located further to the east. <br />The Public Works Department has pulled their approval of the sign in the pork-chop median and is <br />recommending that the sign be moved further east. Korsch asked if the sign could be moved by the sidewalk. <br />Gundlach replied that the City Attorney has advised that it not be in the right of way.
