<br />Approved <br />the multi-tenant sign would be for Palmer Drive, since the entrance is so far from the strip mall and a benefit for <br />people coming in from that main entry. <br /> <br />Zisla asked if anyone has a concern with the alignment of the two drives. No one voiced any concerns. Baker <br />asked how the Commissioners feel about a sidewalk along Champps up to the entrance. Several <br />Commissioners replied that while it may not be necessary, it would be a nice addition. Baker stated that they <br />will make it part of the recommendation. <br /> <br />Zisla asked if they should consider adding a sidewalk with stairs to enter into the development from the SE <br />corner at the Frontage Road. He added that it would help eliminate people crossing across the patio of <br />Thorndale Plaza. Gundlach replied that it would need to be at the far southeast corner for a level crossing since <br />the path is also used for biking. She added that this is number four of the staff recommendation. Birgsted <br />stated that the addition of the sidewalk alone will not keep people off their property, but they are requesting that <br />a sidewalk up to the corner also be added. Baker replied that cannot be added to this proposal, he will need to <br />go to the Council and request it. Zisla state that the Commission can recommend the Council look at the <br />circulation of the sidewalks in the area since the land has sat undeveloped for so long. Gundlach added that <br />Birgsed could petition the Director of Public Works to consider the addition of a sidewalk in that area. <br /> <br />Zisla stated that several people in the City are very frustrated with the Council devoting so much time and <br />resources on the Northwest Quadrant. He feels that it is not unreasonable to ask the Council to take some of the <br />resources that are being used to purchase these properties for the other development and put in additional <br />sidewalks in this area. Baker replied that any sidewalks outside of this site should be a separate proposal. <br />Fernelius replied that the point is well taken and as long as it’s not a condition of approval it can be conveyed to <br />the Council. <br /> <br />Baker stated that the property fence issue should be resolved before it goes to the Council. Gundlach replied <br />that it could be removed as a condition. Baker stated that as long as both property owners are willing to work <br />together than it can be removed. Gundlach added that the landscape plan should then be extended to include the <br />area where the fence would be. <br /> <br />Baker asked how the Commission feels about the multi tenant sign on Palmer Drive. Howard and Zisla stated <br />that they feel it would be appropriate to all the requested multi-tenant ground signs. <br /> <br />APUD2007-002,LP2007-002,SP2007-002 <br />Motion by Mann, second by Zisla to <br />PPROVE SUBJECT TO THE <br />: <br />FOLLOWING <br /> <br />1.The applicant agrees to enter into a Planned Unit Development Declaration. <br /> <br />2.Implementation of the recommendations made in the Public Works/Engineering memo date 4-27-07. <br /> <br />3.Implementation of any forthcoming recommendations of the City Forester. <br /> <br />4.A trail connection at the southeast corner is incorporated into the plans in accordance with the <br />recommendation made in the memo from PREC dated 4-26-07. <br /> <br />5.The crosswalks throughout the development take on a more enhanced decorative treatment, as approved <br />by the City Planner (the typical white painted bars as currently proposed is not acceptable). <br /> <br />6.The 7’ wood privacy fence proposed along the eastern property boundary is removed and replaced with <br />a combination of deciduous and coniferous plant materials to allow for year-round screening The <br />Comprehensive Sign Plan requirements noted in Exhibit H are adhered to with the following revisions: <br />I:\COMMISSIONS\PLANNING\Minutes\2007\5-01-2007.docPage 7 of 8 <br /> <br />
