<br /> <br /> <br /> <br /> <br /> requirements of the Zoning Code. <br /> The sufficiency of each phase of the planned development size, composition and <br /> arrangement in order that its construction, marketing, and operation is feasible <br /> without dependence upon any subsequent unit. <br /> The burden or impact created by the planned development on parks, schools, streets, <br /> and other public facilities and utilities. <br /> The impact of the planned development on environmental quality and on the <br /> reasonable enjoyment of surrounding property. <br /> 8. The lanning Commission and City Council find that the proposed project meets the factors <br /> est fished under Section 7-240. <br /> 9. The Planning Commission considered the following conditions with regard to a Special Use <br /> Per it to increase building height: <br /> All buildings that are located on sites adjacent to Long Lake Regional Park shall take <br /> advantage of the views to Long Lake and shall provide site improvements that <br /> compliment the natural features of Long Lake Regional Park. <br /> All developments shall provide pedestrian linkages to Long Lake Regional Park and <br /> neighboring developments for residents, employees, and shoppers, and provide <br /> integrated parking and transit elements whenever practical. <br /> All uses shall be complementary or integrated and buildings shall be related or <br /> connected in accordance with the vision of the adopted Highway 8 Corridor Study. <br /> All buildings and building sites shall be designed to encourage social interchange and <br /> a sense of community, provide sufficient residential amenities, and mitigate any <br /> adverse impacts of business and industrial uses on residential uses. <br /> 10. Th Planning Commission and City Council find that the placement, building height, and <br /> bui ing orientation proposed is in an effort to take advantage of the views to Long Lake <br /> Re onal Park and to provide for pedestrian linkages, therefore meeting the findings of <br /> Se on 6-550. <br /> 11. Ad 'tionally, the following conditions of Section 8-130 were considered when <br /> ree mending approval of a Special Use Permit to increase building height: <br /> That the establishment, maintenance, or operations of the special use will not be <br /> detrimental to or endanger the public health, safety, morals, comfort of the general <br /> public. <br /> That the special use will not be injurious to the use and enjoyment of other property <br /> in the immediate vicinity for the purposes already permitted, nor substantially <br /> diminish and impair property values within the neighborhood. <br /> That the establishment of the special use will not impede the normal and orderly <br /> development and improvement of the surrounding property for uses permitted in the <br /> district. <br /> That adequate utilities, access roads, drainage and/or necessary facilities have been or <br /> are being provided. <br /> That the special use shall, in all other respects, conform to the applicable regulations <br /> of the district in which it located. <br /> 12.
