Approved <br />OANNING COMMISSION PROCEEDINGS <br />TY OF NEW BRIGHTON <br />Regular Meeting - June 19, 2007 at 7:00 p.m. <br />Present: Commissioners Larry Baker, Karen Mann, Jim O'Brien, Tom O'Keefe, Norm Schiferl, and <br />Paul Zisla. <br />Absent: Bruce Howard <br />Also Present: Sharon Doffing, Council Member and Janice Gundlach, City Planner. <br />Agenda Review: Agenda approved. <br />Minutes: Minutes for May 15, 2007 were approved. <br />Council Action: Council Member Doffing reported that a number of items were approved including the <br />Verizon antenna on the water tower, and the four general obligation bonds for the Northwest Quadrant. A <br />eminent domain resolution was passed regarding a Clear Channel-owned billboard. The billboard is currently <br />located in an area that will become a right-turn lane under the reconstructed Old Highway 8. 'There was also a <br />discussion regarding the Comprehensive Plan and it was decided that a technical review would be done. A <br />mitigation plan for Timbercrest Apartments was tentatively approved with three contingencies that needed to be <br />brought forward to the Council before full approval could be given. She announced that there would be a <br />ground breaking for Brighton Village on June 25 at 1 pm and the community is invited to attend. <br />ammission Business: NWQ Alternative Urban Area-Wide Review (AUAR) Presentation <br />Ken Nirnmer gave an overview of the Alternate Urban Area Wide Review (AUAR) for the Northwest <br />Quadrant. The AUAR is a tool that is being used by the City to monitor the environmental impacts the <br />development will have on the site. There is a five-year requirement to update the plan to evaluate it for change <br />and impact. Once the Council has approved it, then it would go to the state agencies. <br />The AUAR will be made available to the Commissions in the first week of July in a c.d. format, with one hard <br />copy kept at the City Hall. The document will link all reports that have been completed for the development. <br />The City is looking for public comments in regards to the AUAR. <br />O'Brien questioned if there are any concerns regarding methane. Nimmer replied that there is methane located <br />at the Miller Dump site. In 2005, the City received a grant from the EPA to do various site assessments and <br />found fairly high concentrations of methane. The City has proposed a system that will gather the gas and get rid <br />of it. O'Keefe inquired how much of this is information was not known in 2002 and was mediation planned at <br />the time of the original AUAR. Nimmer replied that the City is way ahead of what was planned in 2002, mostly <br />because there is more data. O'Keefe asked if there was any level of remediation planned in 2002. Nimmcr <br />replied nothing as comprehensive as what is now proposed. <br />Schiferl asked if the Met Council has considered moving the sewer line pipe. Nimmcr replied that the Met <br />Council would be doing a camera assessment of the pipe; if there is an issue with the pipe they may be willing <br />to work with City to relocate it. Schiferl asked if the pipe was moved to curve with the road instead of running <br />t ough the middle of Miller Dump, if it could lower the costs for the rest of the development. Nirnmer replied <br />t he is not sure how it would affect the cost of the overall development. Schiferl replied that he would like to <br />see that concept considered. Nimmer added that staff is considering paralleling it with the road system and a <br />storm water pond to help it tit within the constraints of the site. <br />, , Page 1 of 9
