approved
dies from the original PUD could be pulled for analysis. Mann asked if the original PUD addressed the
reased traffic for the Post Office. Ordway added that the Post Office had always been considered for the site.
He replied that the annex and the retail sites were both considered in the first proposal and the traffic levels
would have been much heavier with that use.
Mann stated that while she understands that people like the green space, this building has always been planned.
Gundlach added that the Main Street Village Condos were part the premise behind the development, which
would include a mix of uses.
Zisla inquired from the applicants how definite they are regarding putting in speed bumps. Ordway replied that
this is the first he has heard that there is a speeding problem, but if there is a problem it will be addressed.
Mann suggested that the residents contact the Public Safety Department to discuss the concerns regarding
speeding.
Zisla asked for a clarification on where the original building was planned on the site. Ordway stated that
originally the building was pushed further east than it is now; they discovered that there would be an issue with
parking. By pushing the building to the west, the parking issue will be alleviated. They are hoping that a single
office user will rent the rest of the site, although there is no user for the site as of yet. Zisla asked if the building
had rotated ninety degrees. Ordway replied that there have been several suggestions for building placement
over the years.
Zisla asked the developers how this proposal ties into the original design of a streetscape with the building
ser to the street, when there is now a large amount of green space at the street and the building is pushed
Wock into the development. Gary Vogel, BVK Group Architects, replied that the original plan did have a
building that was orientated to the east and west, a section also ran north- south to form a t shaped building, and
was pushed closer to 5th Ave NW. Much of the changes are economically. He added that the monument sign
will be for the Post Office only and will not be used by any of the other tenants.
Frankie stated that the developers have stated that the parking spaces are not being used, but if they come
through during the day, they would see that they are being used. She added that she is considering moving,
since the development is not what she was told it would be when she purchased her home.
Try asked if there will be adequate parking for the restaurant and the Post Office. Gundlach replied that the
requirements for a mixed use site are 5 1/2 cars per thousand since the peak parking hours may differ for each
user.
Motion by Zisla, second by Mann to CLOSE THE PUBLIC HEARING.
6 ayes, 0 nays. Motion CARRIED.
Mann stated that she understands the citizen's frustration regarding the green space since the original plan did
allow for some green space and a plaza and it is now reduced. Schiferl stated that it is a mixed use development
and the Post Office will generate more interest for the development and may pull in another restaurant for the
area. Baker stated that a building of that size had always been plan and while the green space has been reduced
and moved, it still will be available for the citizens of the area. Zisla stated that this plan is generally consistent
loth what had originally been planned.
