It is hereby declared that there is a need for a Housing and Redevelopment <br />Authority in New Brighton, Minnesota, and said need continues to exist." <br />How do the properties of the Johnson Division of UOP Inc. fall within this <br />description? <br />Also according to the plan: <br />"The following conditions exist in the redevelopment area and are contributing <br />to the overall blighted character of the area: <br />- old, deteriorated buildings which do not meet code requirements. <br />- obsolete building types not suited to today's demands. <br />- land use conflicts such as industrial or highway commercial adjacent <br />to single family homes. <br />- underutilized property. <br />- odd shaped land parcels unsuitable for efficient use such as very long, <br />narrow lots along Old Highway 8. <br />- areas economically unsuitable for development due to poor soils. <br />- land locked parcels of land, lot remnants. <br />- unsightly outdoor storage areas. <br />- unorganized parking areas. <br />- heavy traffic past or through low density residential areas due to <br />changed travel patterns created by freeways." <br />As you are all aware, the Johnson Division properties were first developed in <br />1970 with an additional factory expansion being completed in 1975. To the best of <br />my knowledge, the buildings and grounds conform to all code requirements with the <br />possible exception of our sign in front. Since that was erected during the time the <br />sign ordinance was being adopted, a variance was obtained from the City. We do <br />not know of any of the above conditions that exist on our property. If these <br />conditions define the redevelopment area an&are the reason for designating it a <br />redevelopment area, how did our property get included? <br />Members of the HRA have stated that the time limit of the project is unknown <br />and could run as high as 20 years. It was also stated that being in a HRA district <br />does affect the saleability of property and the financing of that property. Although <br />the sale of our property is not foreseen, we cannot predict what the future has in <br />store for the next 20 years, and feel this is an unnecessary and unjust burden to <br />have placed on our property. <br />
