7 <br />Summary and Future Direction <br />This report contains a series of recommendations. Some require <br />action in the near future by the Council, others require general approval <br />by the Council at this time so they can be used by the staff in the <br />preparation of the C.I.P. We would recommend that the Council by motion <br />(with whatever amendments are desired) direct the administration to_ <br />implement the recommendations of this report. Such a motion would result in <br />1. Preparation of a street improvement sub -program program in <br />the next C.I.P. including financing based on this report's <br />proposal with criteria for improvements being established. <br />2. Preparation of Phase I streetooverlay assessment role based on <br />the percentages, front foot method and years for payment <br />contained in this report. <br />3. Preparation of a resolution returning liquor transfer of $21,000 <br />from the Capital Projects Fund to the Liquor Fund. <br />4. Preparation of a resolution transferring funds to be used for <br />a pilot road reconstruction appraisal. <br />5. Preparation of an ordinance amendment to provide for the <br />additional new street improvement option contained in this <br />report. <br />6. Establishment of a policy to require an appraisal for new <br />improvements at the same time preliminary engineering reports <br />are prepared. <br />We do not believe that policy resolutions or ordinances of a general <br />nature are required or desirable. The C.I.P. will reflect a majority of <br />the policy decisions. More importantly the Council may not wish to limit <br />its flexibility by stating policy on this matter in resolution or <br />ordinance form. It is for this reason that current assessment methods are <br />a matter of practice rather than formal written policy. <br />We would also draw the Council's attention to the fact that portions <br />of two roads ordered for overlay in 1977 have bituminous curbs. Both <br />Mounds Ave. and Redwood Lane are partially concrete and partially <br />bituminous. The bituminous curbs on Mounds Ave. are in good condition and <br />those on Redwood are in poor condition. If the Council does not deem it <br />desirable to overlay these roads (particularly Redwood) without considering <br />concrete curbs, one or both of the projects could be abandoned at the time <br />final plans and specifications are considered.
