Council Proceedings 6 <br />City of New Brighton <br />March 8, 1977 <br />Motion by Hardt, seconded by Senden to defer action <br />on issuance of building permit to Gonella. <br />4 ayes - 0 nayes - carried <br />Council Business <br />Lake Forest <br />Howard Moechnig, District Conservationist USDA, Water Quality <br />Soil Conservation Service, reviewed the contents <br />of his report dated October 26, 1976 and received <br />by the Council January 25, 1977. <br />Councilman Werdouschegg asked what specific recommendations <br />Mr. Moechnig had. <br />Mr. Moechnig stated he had intentionally provided a <br />variety of alternates and has no specific recommendations <br />in mind. He stated, however, that to improve the <br />water quality nutrients entering the lake must <br />be reduced. Further, he stated that in his judgment <br />the best way of reducing sedimentation was to dike the bay <br />of Lake Forest making it essentially a sedimentation basin. <br />Councilman Werdouschegg asked how unique the problem with <br />Lake Forest was. <br />Mr. Moechnig stated that although it was one of <br />the worst to his knowledge in Ramsey County, that all <br />similar lakes were rapidly going down hill as urbanization <br />occurs. <br />Councilman Hardt asked wlh t would be the effect of diking of <br />the bay. <br />Mr. Moechnig stated that large sedimentation particles <br />would settle out and that 'Cif the bay were vegetated <br />smaller particles would be filtered out. On the negative side <br />he stated that the quality of the bay would deteriorate,and <br />access to the lake from homes around the bay would be <br />cut off. <br />Councilman Hardt inquired as to how pollutants from property <br />adjacent to the lake would be reduced._ <br />Moechnig stated the main way of preventing this was to <br />mimize use of fertilizer and herbicides. <br />Councilman Werdouschegg asked whether the bay would have <br />to be periodically dredged. <br />Moechnig stated that it would. <br />
