7 <br />Council Proceedings <br />City of New Brighton <br />March 8, 1977 <br />Mr. Moechnig further stated that he was not sure as <br />to what degree the water quality would improve because <br />of the dike. He noted one problem with the lake was <br />the lack of vegetation to filter out nutrients. <br />Leroy Wozniak, President of the Lake Forest Homeowners Association, <br />stated that the attitude of those property owners around the <br />bay was very negative as to the diking alternative. <br />Mr. Wozniak stated that the one thing that all affected 21 <br />.owners agreed to was that the City had created the <br />problem by essentially making the lake a drainage ditch. <br />Dr. Arthur Jallo, 2822 Forestdale, stated he abutted the <br />bay and that diking ,}of the bay would be a considerable <br />hardship -on the property owners. <br />Jerry Bensing, Chairperson of the Environmental Quality <br />Commission, stated that it appeared additional study <br />was required, including the possibility of <br />regeneration of springs. <br />Mayor Bromander asked what the response of the <br />homeowners was to the suggestion of Mr. Moechnig as <br />to areas in which they could themselves improve the <br />water quality. <br />Mr. Wozniak stated that the residents had been <br />indifferent to the suggestions, noting that most of <br />the contaminants came from areas not abutting the lake. <br />Ms. Dee Weaver, 703 Forest Dale Road, stated that <br />water from as far as Silver Lake Road entered the lake as well <br />as pumping overflows from the water storage tank. <br />Mr. Harold Anderson, 737 Forest Dale Road, showed the <br />Council pictures of the lake in 1964 noting its superior <br />quality. <br />Moechnig stated that it was his opinion that springs were no <br />longer active because with the development of streets: and <br />homes there was far less surface water percolating <br />into the soil. He noted that there were options to bring the <br />water table up but this might result in wet basements. <br />Councilman Werdouschegg asked whether the location of <br />springs in the lake were known. <br />Mr. Moechnig stated not to his knowledge. <br />Councilman Werdouschegg asked whether adeep, well augmenting <br />the water supply in the lake would help. <br />Mr. Moechnig stated it would have the effect of diluting <br />the p6llutants. <br />
