Approved <br />ANNING COMMISSION PROCEEDINGS <br />WTY OF NEW BRIGHTON <br />Regular Meeting; - August 21, 2007 at 7:00 p.m. <br />Present: Commissioners Larry Baker, Bruce Howard, Jim O'Brien, Torn O'Keefe, Norm Schiferl, and <br />Paul Zisla. <br />Absent: Karen Mann <br />Also Present: Sharon Doffing, Council Member and Janice Gundlach, City Planner, <br />Agenda Review: Agenda approved. <br />Minutes: Minutes for July 17, 2007 were approved. <br />Council Action: Council Member Doffing asked that the Commission keep in mind the citizens that have been <br />affected by the tragedies that have happened through out the state in the last month. She reported Council has <br />approved two minor subdivisions for the Northwest Quadrant. Also approved was the term agreement with <br />Ryan Companies for the Transoma development, The Council has just had their first budget work session of <br />the season, the next budget work session will be held on August 28, 2007, she was pleased the proposed levy <br />will be under 4 percent versus a proposed 13.2 percent from last year, <br />ublic Hearings: SP2007-009 Special Use Permit to Allow an Assembly Use at 301 West County Road E2 <br />rmer Donatelle building). <br />The applicant is requesting a Special Use Permit to permit an assembly type use in a light industrial zoning <br />district located at 301 West County Road E2. The assembly type use the applicant has proposed consists of the <br />DSMI (Doug Stanton Ministries International) Training Center. The applicant has stated within the written <br />narrative that the purpose of the use is "conducting various types of training for the Christian community." <br />Staff initially met with Dong Stanton on behalf of DSMI in mid-June to discuss the impacts of' such an <br />assembly use. In addition to the applicant, the architect representing Donatelle was also in attendance as well as <br />the City Building Official. Staff, the applicant, and architect discussed issues such as parking, hours of <br />operation, and noise while the Building Official reviewed building code issues relating to how the applicant <br />proposed to improve the interior of the existing building. <br />Schiferl inquired if the training center will have a higher ratio of adults compared to a traditional church and if it <br />does than the church ratio that was used for parking would not apply to the use. Bob Kinsley, staff member <br />with DSMI, replied that children would be coming to the site in the evenings; however the ratio is very small, <br />with most participants being teenagers and above. He added that the offsite parking at Cub Foods would be <br />used for staff, so the entire on site parking would be used for visitors, O'Brien asked Kinsley what sort of <br />activities would occur on the site. Mr. Kinsley stated that both classrooms and an assembly would not all occur <br />at the same time, He added that they would have roughly 300 people in the building at anyone time. DSMI has <br />started a dialogue with Hypro for a shared parking agreement, however at this time they have not come to an <br />agreement. There is also a verbal agreement with St. John's Catholic Church to use some of their parking in the <br />evening hours, as long as there is room. O'Keefe asked how DSMI came up with their estimate of four people <br />f r one car. Mr. Kinsley replied the estimate came from personal experience and the number is not from hard <br />mbers, since the number of attendees can vary each night. Some groups come by bus with others coming in <br />individual cars. He added that they are determined to be good neighbors and are willing to work the City to <br />endure parking is not an issue. He has talked with Donatelle, which has guaranteed the 63 spaces and <br />Page 1 of 7
