Approved <br />ondary use of the other 60 spaces in the adjacent building. That building is currently being used as storage <br />WDSMI anticipate full use of the additional spaces for the next three months. Zisla asked if they disagree <br />with the staff's recommendation of 133 parking spaces. Kinsley replied that he does not disagree with the staff <br />recommendation; however it is a worse case scenario with both classes and an assembly going on at the same <br />time, which will not happen. He added that over the first three to four months they would have a better idea of <br />what the parking needs would be. Baker asked what DSMI would do if the parking is not adequate. Kinsley <br />replied that they would again meet with I Iypro and try to secure the additional parking. <br />O'Brien asked if there is an option to purchase the rest of the building. Kinsley replied that they have an option <br />to lease the remaining 8,000 square feet, which they do not plan on using initially. O'Brien asked if an elevator <br />will be added for the second floor. Kinsley replied that only offices are on the second floor and are accessible <br />by stairs and an elevator is not planned. <br />Zisla asked staff if this is tabled, how this will affect the sixty day time table. Gundlach replied there would be <br />time to bring the item back for the September meeting and if there is no resolution by then the Commission <br />could deny it or the applicant could request an extension in writing. <br />Kinsley asked the Commission what would be an acceptable amount of parking to help pass this request. Baker <br />stated that since this is a special use request, the City has the right to pull the request if parking becomes an <br />issue. O'Keefe replied that staff has suggested 133. Gundlach added that the suggestion of 133 is based on a <br />worst case scenario to give a perspective against the applicant's suggestion of 1:4 which would yield 75 stalls. <br />She added that the real number is most likely in the middle of the two, however what concerns staff is that there <br />not 75 stalls on the site. Baker added that the commission could not give them a specific number without <br />16owing how it will be used; if people are corning from all over the Twin Cities there may not be enough <br />parking, Zisla added the parking is so far short, that it is not even close to being approved, without a <br />demonstration that they would not need 133 stalls. He also expressed concern with the parking agreement with <br />Cub Foods, since the store is outside the jurisdiction of the City and could be pulled at anytime. He stated that <br />if the applicant is looking for a firm number to work with, they should use the staff's number of 133 spaces. <br />Schif'erl replied that he does not agree that 133 stalls will be enough spaces. Baker added that if 133 turn out <br />not to be enough spaces, they would have to either cut back the operations or have people bussed from another <br />site. <br />Baker asked the applicant how the clients would be coming to the building. Kinsley replied that some may <br />come from other churches by van, other times they have had people come from over 100 miles by bus, and <br />added that he would feel better if they could work a better deal regarding parking with the lease holder and <br />would work on that and continue to work with Hypro to gain parking on their site. I le added that in this <br />business it is hard to determine how many people will come each night. O'Brien asked if the assembly space <br />would be used for worship or education. Kinsley replied that it would be used for both worship and education. <br />O'Brien stated that they could fit more than 300 people in the assembly space, which would exasperate the <br />problem. Kinsley replied that he would love to be able to give the Commission a guarantee; however they are <br />not sure how successful the training center will be. <br />Motion by Zisla, second by Schiferl to CLOSE THE PUBLIC HEARING. <br />chiferl asked if the application is tabled should the hearing be closed or continued. Gundlach replied that the <br />?immission can close the hearing, but still allow people to address the Commission at the next hearing or <br />continue the hearing and leave the meeting open, either is a possibility. <br />Page 2 of 7
