Council Proceedings City of New Brighton Jan. 25, 1977 Mayor Bromander asked how access could be provided to the site. Swenson stated that the 30 -foot private road easement in New Brighton could possibly be combined with additional 30 feet in the City of Mounds View. Councilman Fisher inquired as to how much longer the landfill operation would continue. Swenson stated there was no way of knowing with any certainty but he expected several more years. Motion by Hardt, seconded by Werdouschegg to close hearing 5 ayes - 0 nayes- carried Councilman Werdouschegg asked what the applicant was intending to do with the property. Swenson stated that the applicant had not thought that far ahead, but was simply acquiring the additional property because there was opportunity to do so. i24vq- 3 Close hearing Motion by Hardt, seconded by Fisher to direct administration to draft a resolution approving VN -168 with the following findings of fact: 1. That the location and shape of Skiba parcel is such that access to the Herbst property cannot be provided except by moving the Skiba house, which constitutes a hardship; 2. That the variance satisfies the intent of the platting regulations in that no new landlocked parcels are created and the conditions which follow provide the potentiality of future public access which helps to alleviate the access problem, and that the resolution contain the following conditions: 1. That the owners of the Skiba and Herbst properties enter into an agreement with the City of New Brighton that a 30 -foot public road easement will be dedicated to the City along the north property lines should it be deemed necessary in the future by the City Council; 2. That the property being sold from Skiba to Herbst be joined with the other Herbst property. 5 ayes - 0 nayes - carried
