-2 - <br />Attached is a sketch (Attachment A) taken from the Minnesota <br />State Highway Road Design Manual which shows a desired sight <br />corner being a triangle formed by the points 100 feet from the <br />intersection of the property lines. We would note the contrast <br />between the desired Road Design Manual standard and our Zoning <br />Code setback requirements that permit a structure to be located <br />to within 30 feet of the property lines. <br />A telephone survey of several metropolitan suburbs indicated <br />that a site obstruction ordinance is fairly common. The suburbs <br />contacted indicated cldar view sight corners also measured from <br />the intersection of property lines with the distance measured along <br />property lines varying from 15 - 50 feet. It was noted in this <br />survey that the criteria used to establish the sight corner <br />distances were topography, traffic controls, type of intersecting <br />roads, and traffic volumes. <br />Attachment B shows the sight corners produced by applying <br />the distances set forth by the Road Design Manual and as applied <br />in other metropolitan suburbs. <br />On -Site Parking Requirements <br />We have calculated parking for service stations based on the <br />area devoted to retail sales (office area) and that area devoted <br />to service work (other business). For the Cross Texaco property, <br />fifteen (15) spaces are required, calculated as follows: <br />Retail Sales Area = 382 sq. ft. <br />parking required at 1 space/85 sq. ft. = 5 <br />Service Area = 1440 sq. ft. <br />parking required at 1 space/150 sq. ft. = 10 <br />Total Spaces Required 15 <br />It is difficult to determine if the 15 spaces are available <br />on the property because spaces are not marked and site plans for <br />the original construction of the building are not available. <br />It would appear, however, from the site plan we have prepared <br />(see attachment B) that with the present property configuration, <br />the 15 spaces would not be available. <br />
