Kleinschmidt, Director of Public Works <br />RE: Parking Problems on all streets intersecting with Silver Lake <br />Road <br />The right-of-way of Silver Lake Road varies from 66 feet at <br />County Road H to 86 feet at Silver Lane. The pavement width <br />varies from 44 feet to about 70 feet near signalized intersections. <br />Therefore, the distance from the curb line to the property line <br />varies from about 8 feet to about 15 feet. Ramsey County <br />has jurisdiction within the right--of-way of Silver Lake Road so <br />their jurisdiction extends from 8 feet to 15 feet beyond the back <br />of curb line. <br />I discussed this parking problem at intersections with Paul <br />Kirkwold, Ramsey County Traffic Engineer. He pointed out that if <br />New Brighton prohibits parking for a fixed distance beginning at the <br />right-of-way line of Silver Lake Road, there will be no room left <br />to park between the curb line on Silver Lake Road and the property <br />line of Silver Lake Road. Mr. Kirkwold stated that Ramsey County has <br />no objection if New Brighton provides no parking areas on streets <br />intersecting with Silver Lake Road and no action would be required <br />by Ramsey County if we do so. <br />New Brighton Police Department records indicate that there <br />have been 470 traffic accidents on Silver Lake Road from 1970 <br />through 1976 (to date). Of these accidents, 174 involved personal <br />injury and one involved a fatality. <br />I do not know how many of these accidents resulted from cars <br />parked too close to an intersection. It would be very difficult <br />to extract this information from 470 accident reports. However, I <br />do drive up and down Silver Lake Road daily and I have not observed <br />vehicles parked close to intersections on some of our wider streets, <br />such as 14th St NW. Also, on Sundays I have observed vehicles parked <br />on streets near churches but they are ususally at least 50 feet from <br />the intersection. <br />
