Council Proceedings <br />City of New Brighton <br />Nov. 23, 1976 <br />Barbara Fellegy, 2746 Rice Creek Terrace, stated there were <br />many children in the area and her concerns were for the <br />safety of the children. <br />Councilman Fisher asked what the proposed comprehensive <br />plan intended for this area. <br />The Building and Planning Coordinator stated that the <br />parcel was proposed for low density residential. He stated that <br />the reason for this designation was a community -wide policy <br />to limit the amount of commercial area based on the feelings <br />consistently expressed by residents in the City. He noted <br />that the intent was to limit commercial development <br />primarily to neighborhood retail business services rather <br />than general business development. <br />Councilman Senden asked where Mr. Lee's property was. <br />Mr. Lee responded that his property was south of Mississippi St. <br />and west of the proposed shopping center. <br />Councilman Senden asked where neighboring residential <br />development was. <br />The Building and Planning Coordinator responded that the <br />property directly to the north was developed as single family, <br />duplexes, and apartments and the property directly to the <br />west was zoned B-3 and undeveloped. He added that <br />the property to the northwest was zonedand developed duplex and <br />the properties further north are zoned and developed single family. <br />Motion by Hardt, seconded by Werdouschegg to close hearing. <br />5 ayes - 0 nayes- carried Close <br />Hearing <br />Motion by Bromander, seconded by Werdouschegg to direct <br />administration to prepare a resolution making findings of fact <br />and denying application for liquor license to John J. Welsch <br />Co. 2550 Mississippi St. such resolution to include the <br />following findings of fact: <br />1. The proposed comprehensive plan shows the subject <br />property being low density residential in character and, <br />therefore, commercial development is not desirable and <br />commercial development with a higher intensity use such <br />as would occur with liquor licenses, is unacceptable. <br />2. An unreasonable environment for children going to and <br />from the park and Irondale High School would be created. <br />3. A license may create a neighborhood nuisance because of late <br />night traffic and the possibility of intoxicated, -adults in <br />the neighborhood. _' <br />
