Council Proceedings 8 <br />City of New Brighton <br />Dec. 2, 1976 <br />Assessable <br />Area: Area bounded on the north by Rice Creek Road; <br />on the south by 18th Street NW; on the west by <br />Stinson Blvd; and on the east by a line parallel <br />with and 200 feet easterly of the easterly line <br />of 29th Ave, NW. <br />Est. Cost: $5,437,50 <br />Thy CitX Engineer reviewed the proposed improvement. <br />Dick Eckhardt, 1921 Stinson Blvd, questioned <br />the drainage area. <br />The Engineer noted that all water contributing to the middle <br />pond would be in the drainage area; however, the south pond <br />did not contribute to the middle pond and therefore the <br />area draining to south pond would not be included in <br />the drainage area. <br />Larry Baker, 1940 Serendipity Court, questioned whether the <br />south pond had not been higher than the middle pond. <br />The Engineer reviewed past elevation information which <br />indicated this had not been the case. <br />Terry Doyle, 1900 Serendipity Court, questioned how the <br />water flowed between the middle .pond and the north pond <br />and what affect the pipe would have on s ummer water levels. <br />The Engineer stated that the water would flow in both <br />directions depending on the water level of the respective <br />ponds; during dry periods the water would flow from the north <br />pond to the middle pond and during high water, the water would <br />flow from the middle pond to the north pond. He stated that <br />the maximum level at any time during the year would be 915 feet. <br />Doyle stated thati:~ appeared that the pipe was expensive <br />improvement which did not, in fact, resolve the access <br />question, adding that it appeared that the access by way of <br />fill could be constructed and would function without the storm <br />sewer over flow. <br />Motion by Hardt, seconded by Senden to close hearing Close hearinr, <br />5 ayes- 0 nayes- carried <br />Motion by Werdouschegg, seconded by Hardt to abandon <br />Improvement 77-1 <br />S ayes- 0 nayes- carried Abandon <br />Impr 77-1 <br />
