Council Proco,9dings <br />City of New Brighton <br />Oct. 14, 1976 <br />Mayor Bromander stated that the access to Taco Johns <br />and the Steak House off of the southerly driveway appeared <br />to pose some major circulation.problems in that adequate <br />stacking space did not appear available. <br />Richard Ernst stated that 65 feet of stacking space <br />would be available. <br />Mayor Bromander asked if a traffic analysis had been <br />conducted indicating the need for medians, lights or <br />other control devices along Silver Lake Road. <br />Benshoof stated that an earlier traffic study had <br />looked at this problem and that it appeared that <br />mid -block semaphores would not be warranted. He <br />further indicated that an analysis indicated that at <br />this time only exit stops from the shopping center <br />were needed for traffic control. <br />Councilman Senden asked whether an access easement to the <br />westerly side of the DX property could be provided. <br />Mr. Ernst responded that such an easement had been <br />investigated but that a grade problem appeared to <br />preclude it. <br />Dave Olson, owner of Taco Johns, stated he was in support <br />of the proposed development and proposed circulation <br />planning. <br />Steve Meyers, proposed tenant (Hardware Hank), stated he <br />believed the proposed circulation plan would be <br />beneficial to all merchants in the area. <br />7 <br />Motion by Fisher, seconded by Hardt to close hearing. <br />5 ayes - 0 nayes - carried Close <br />Hearing <br />Motion by Senden, seconded by Hardt to approve the <br />fill permit <br />Motion by Werdouschegg, seconded by Senden to amend <br />the motion by conditioning approval on the stipulations <br />of the Rice Creek Watershed fill permit and to further <br />condition the approval on the grade lines being in <br />accordance with the site plan to be reviewed and approved <br />by the Council and to provide to the administration <br />in a form acceptable to the City Attorney agreements of all <br />properties affected by the grading operation. <br />5 ayes - 0 nayes carried <br />Vote on motion as amended <br />5 ayes -.0 nayes - carried <br />
