Council Proco,9dings City of New Brighton Oct. 14, 1976 Mayor Bromander stated that the access to Taco Johns and the Steak House off of the southerly driveway appeared to pose some major circulation.problems in that adequate stacking space did not appear available. Richard Ernst stated that 65 feet of stacking space would be available. Mayor Bromander asked if a traffic analysis had been conducted indicating the need for medians, lights or other control devices along Silver Lake Road. Benshoof stated that an earlier traffic study had looked at this problem and that it appeared that mid -block semaphores would not be warranted. He further indicated that an analysis indicated that at this time only exit stops from the shopping center were needed for traffic control. Councilman Senden asked whether an access easement to the westerly side of the DX property could be provided. Mr. Ernst responded that such an easement had been investigated but that a grade problem appeared to preclude it. Dave Olson, owner of Taco Johns, stated he was in support of the proposed development and proposed circulation planning. Steve Meyers, proposed tenant (Hardware Hank), stated he believed the proposed circulation plan would be beneficial to all merchants in the area. 7 Motion by Fisher, seconded by Hardt to close hearing. 5 ayes - 0 nayes - carried Close Hearing Motion by Senden, seconded by Hardt to approve the fill permit Motion by Werdouschegg, seconded by Senden to amend the motion by conditioning approval on the stipulations of the Rice Creek Watershed fill permit and to further condition the approval on the grade lines being in accordance with the site plan to be reviewed and approved by the Council and to provide to the administration in a form acceptable to the City Attorney agreements of all properties affected by the grading operation. 5 ayes - 0 nayes carried Vote on motion as amended 5 ayes -.0 nayes - carried
