3 <br />~• 2. Construct Outlet at 912 <br />This project would require extending the storm sewer <br />overflow to the middle pond. It would roughly double the cost <br />of the improvement over that shown in the engineer's report. <br />At 912 no problems would be encountered with walking access. <br />The north pond would be permanently dry. We would note <br />several residents wish the north pond to remain. We further <br />point out that this option would reduce storage capacity in <br />the storm system. <br />3. Do Nothing <br />As was noted earlier, high water elevation has been 917. <br />If the Homes Association constructed the walkway noted in <br />1 above, that access would be available during normal and <br />foreseeable abnormal situations. The storm sewer from <br />29th Avenue would have to be extended. Access for Lots 1-6 <br />would be around the north pond; however, and easement would <br />have to be provided on the northeast corner of PRD #21. This <br />would not be a City project. <br />Conclusion <br />The second option was proposed by the Engineer because it would appear <br />to be the one which would satisfy the various interests. It is a small <br />project in scope with high overhead. The complete project could be <br />constructed by the Homes Association at a far lower cost. <br />If normal practices of assessment were followed certain areas east <br />of 29th Avenue would be in the drainage area, along with a substantial <br />portion of the Silver Oaks subdivision. The Council, however, should <br />closely examine the benefits of this improvement. If the prime <br />reason for ordering the improvement is access, the Council should <br />consider whether the original plan over guaranteed easy access to the <br />recreational area and whether the number of those that would be <br />guaranteed access is worth the price. For example at all times at <br />below 916 Lots 1-6 have access between the middle and north pond. At <br />high elevations they have access around the north pond until PRD #21 is <br />reached. The proposed access on PRD #21 would give them access through <br />this portion. At elevations below 914, Lots 9-23 would have access. <br />There is secondary access for all the above during high water periods, <br />namel between Lots 29, 30, and 31 on 29th Avenue NW. <br />/„~~' <br />Thomas F.
