Lewcock, City Manager <br />SUBJECT: Supplemental Report: Impr. 77-3, Palmer Drive, <br />Robin Lane, 12th Street N.W., Thorndale Avenue <br />Statement of Problem <br />For some time the relationship of Palmer Drive to the Pike Lake <br />subdivision has been of concern to the neighborhood residents, to <br />area businessmen, and to the Council. Most recently concern was <br />registered at hearings regarding liquor licenses. The majority of <br />concern was registered by those residents located on 13th Street N.W. <br />Their expressed concern is the amount of pass-through traffic to and <br />from the Brighton Village Shopping Center. The Engineering Department, <br />Building and Planning Department a~nd_Managers office have compiled <br />the information in this report.' <br />Existing 'IT~affic Conditions <br />The present circulation pattern in the Pike Lake/Silver Lake Road area <br />has been in existance since 1970 when the existing configuration of <br />Palmer Drive and Robin Lane was established. Only two notable changes <br />in the circulation system have taken place since that time. The Pike <br />Lake Drive/Silver Lake Road intersection was reconstructed to prevent <br />southbound turns out of the shopping center and movement into the center <br />by southbound traffic. Construction of a median barrier on Silver Lake <br />Road this year will restrict crossing movements in this area. Another <br />change in the area's circulation system was installation of semaphores <br />at 14th Street N.W. and Silver .Lake Road. In the past, access to Silver <br />Lake Road from 14th Street was extremely difficult at certain hours of <br />the day. The semaphore has helped alleviate this situation. <br />The traffic counts from 1974 are shown on the attached map #1. This <br />summer recounts were done on Palmer Drive just east of Silver Lake <br />Road, on Robin Lane just south of 13th Street N.W., on Pike Lake Drive <br />just south of 14th Street N.W. and on Pike Lake Drive just east of <br />Silver Lake Road. The locations and results of the new counts are shown <br />on the memo from the Building and Qlarining .Coordinator, att.achmerit #2. <br />These figures show a number of things. First, there is a large <br />increase in the recorded traffic on Robin Lane/13th Street N.W. from <br />712 to between 976 and 1064 cars per day in 1976. The 1064 count was <br />
