City of New Brighton requests Preliminary and Final Plat approval for property <br />located at 4001st Street SW to facilitate construction of a railroad wye and team <br />track Report No. 07 -300. Resolution No. 07 -123. <br />The City Planner, Janice Gundlach, provided an overview of the proposedproject, The City is <br />requesting Preliminary and Final Plat approval in order to create three lots on one block, <br />and one outlot, to be known as ESTES EXPRESS ADDITION. This request will <br />facilitate construction of a railroad wye, on proposed Lot 2, and allow relocation of the <br />lone user of the Butcher's Spur within the Northwest Quadrant redevelopment area, on <br />proposed Lot 1. The remaining land, proposed Lot 3, will be retained by current owner <br />(Estes Express Lines) and Outlot A will be retained by the City. Lastly, a Ponding and <br />Flowage Easement will be dedicated over entire Outlot A to accommodate the existing <br />drainage pond and a Drainage and Utility Easement will be dedicated across proposed <br />Lots 1 and 2 for the existing pipe owned by Estes Express and originates on proposed <br />Lot 3. The City Council approved a Minor Subdivision on September 11, 2007 for a <br />subdivision identical to this plat. However, Ramsey County rejected to legal <br />descriptions proposed by the Minor Subdivision due to the underlying descriptions <br />existing in both abstract and torrens. This plat is necessary to satisfy Ramsey <br />County's Registrar of Titles. <br />Motion by Councilmember Burg, seconded by Councilmember Hoffman to adopt the attached <br />Resolution approving the Preliminary and Final Plat to be known as ESTES EXPRESS <br />ADDITION. <br />4 Ayes - 0 Nays, Motion Carried <br />8. Authorize Mayor Larson s travel to ICMA conference. Report No. 07 -290. <br />Counci member Bauman requested approval for travel be approved prior to the travel in addition to <br />providing a statement of associated expenses. Mayor Larson reported that while he has been on three <br />trips in 2007, the trip to San Antonio was at no cost to the City.
