..2_ <br />the low end so groups such as the athletic associations will have an <br />opportunity to get used to the fees. It is a three -tiered structure. Parks and <br />Recreation will be charged for the use of school facilities. As a response <br />to this, we will charge for our facilities as well. If we didn't charge, then <br />all the groups would be coming to us and we would have our facilities <br />over used. Other cities surrounding us will also be charging. <br />Concern was expressed that groups that will now be charged may have a <br />higher expectation for field maintenance. It was noted there will not be any <br />extra field maintenance. Some schools or groups currently, using fields for <br />free during "off peak" time, will now be required to pay. In some <br />instances, there may be discounts applied. Another concern about extra <br />accounting work for Parks and Recreation staff was expressed. Payment <br />will be received in lump sums. There may be some extra work. We are still <br />working that out. <br />With all the use of the fields, it was noted that we need to take time to give <br />some heavily used fields a break so they can be refurbished. <br />An inquiry was made about having a priority list for facility use. Jeanne <br />Balfanz stated we already have that in place. <br />• Commissioner Samuelson complimented the three involved in creating the <br />fee schedule. <br />MOTION BY SAMUELSON, SECONDED BY NORTON, TO PASS <br />THE FEE SCHEDULE ONTO THE CITY COUNCIL FOR THEIR <br />APPROVAL. MOTION CARRIED. <br />Breuer also stated that these fees will not be implemented until April of <br />20.08. <br />B. Cooperate Facility Use Agreement - Highview Gymnasium <br />Director Breuer stated that several years ago the City entered into a <br />cooperativeagreement with the School District. The City contributed <br />$300,000 toward the Highview Middle School gymnasium to allow our <br />programs to be in the facility. The agreement clearly states that we have <br />free use of the facility during our permitted time. Typically we are there 2- <br />3 times per week for our programs. When this was drafted years ago, fees <br />were not in place. We have started discussion as to how we react or <br />respond to the fee-based schedule and what the intent of the agreement <br />was. Fortunately we have something in writing to go back to. There is a 15 <br />year agreement which boils down to about $20,000 a year. The School <br />District does not feel that we should be booking a school facility. There is <br />disagreement that needs to be ironed out. The City attorney has been <br />contacted. The City of Shoreview also has a similar agreement with two of <br />the schools. The Shoreview City Manager was in the meetings when the <br />agreement was first drafted and knows the intent of the agreement. We <br />feel we have a strong position. <br />
