• Kauthold asked whether the commission organization was on the posted agenda or if the agenda <br />was amended. Berke questioned whether the Council followed the City Code regarding posting, <br />which he suggested should be done prior to Council action, and whether the second reading was <br />waived to amend the code to reduce the commissions from nine to seven members. Fernelius <br />replied that the agenda was amended to add the topic. <br />Nelson noted that April 4, 2008 is the deadline to apply for the Northwest Quadrant Task Force. <br />Burg replied that the task force would meet every other week for the first three months. <br />Kauthold suggested that there is a perception that if you were on another commission the <br />applicant would not be chosen for the task force. Flahave asked how many citizens would be <br />chosen for the task force. Lotter replied that it would consist of seven citizens. <br />Northwest Quadrant Report <br />General <br />Black reported that the City's bonding request was not included in either the House or Senate <br />version of the bill; however other initiatives are moving along. Fernelius added that our proposal <br />to allow pooling of revenues from TIF District 26 was approved; this would bring in $5 million <br />to the NWQ project. <br />Black said that the City is still waiting to hear from the PCA on the dump closure plan and the <br />type of gas collection system would be approved. Nelson asked whether the soil could be burned <br />• to rid it of any contaminants. Fernelius replied that this option had been discussed for the west <br />side; however, the soil becomes very powdery and unbuildable. <br />Black reported that staff is currently working on a new communication plan regarding the <br />Northwest Quadrant, including on articles for the City newsletter, updating City's website, media <br />releases and possible broadcast e-mails. <br />West Side <br />Black reported that responses to the Request for Proposals for Tract 1 are due on May 12`h. Staff <br />has met with several developers in the last few weeks who are interested in the project. He <br />added that staff is currently pulling together data for the litigation with Rottlund as part of the <br />discovery process; mediation is set for April 21, 2008. <br />East Side <br />Black reported that staff has been negotiating with the hotel developer. Currently the primary <br />issues are the price for the land and who will pay for any extraordinary costs of construction. A <br />development agreement would be put together in the next few weeks and it is hoped that <br />construction could begin this fall. <br />Railroad Team Track and Wye <br />Fernelius reported that the City would soon be closing on the property for the wye and <br />construction would start this spring. Kauthold asked whether the switchyard would be closed. <br />• Fernelius replied that the switchyard would not be closed, but Minnesota Commercial is <br />Page 2 of 3 <br />
