Shall provide adequate <br />stacking area for vehicles on site. <br />C. <br />The stacking lane shall be a minimum of twelve feet wide. <br />D. <br />The vehicle stacking lane shall not extend beyond the street right-of-way line. <br />E. <br />The vehicle stacking lane shall be delineated so that vehicles waiting in line will <br />not unreasonably interfere with the primary driving, entrance, and parking <br />facilities on site. Employee -only designated parking may be considered in an <br />effort to comply with this condition. <br />F. <br />Any pedestrian walkway that is adjacent to or crosses the stacking lane must be <br />marked and clearly indicated with signage or painted crosswalk. <br />G. <br />The drive-thru use may be limited so as not to unreasonably interfere with <br />adjacent and nearby uses. Limits of use may include, but are not limited to, hours <br />of operation and prohibition of certain uses that may be inappropriate due to their <br />demand on parking and stacking needs, such as fast food establishments and <br />minimum vehicles in stacking area. <br />• H. <br />Any menu/ordering signage interior to the site with an intercom shall not be <br />audible from residentially zoned property and if illuminated shall be directed <br />away from residentially zoned property. <br />1. <br />Fencing and or landscaping may be required in an effort to shield head -light <br />illumination from adjacent and nearby areas. <br />5 ayes, 0 nays. Motion Approved. <br />Public Hearing: LP2008-002, SP2008-006, SP2008-007 Site Plan, and Special Use Permits <br />to Permit Improvements to the Existing Site Located at 2051 Silver Lake Road <br />The applicant is requesting several exterior improvements to the property located at 2051 Silver <br />Lake Road. The improvements include installation of a drive-thru window and construction of <br />the associated drive-thru lane. Also included is closure of the existing full access at Rice Creek <br />Road, installation of a one way access further east onto Rice Creek Road, and improvements to <br />the existing facade to accommodate three possible tenants and a more prominent entrance. <br />The Planning Commission considered this request on February 19`h and March I I'h. However, <br />no formal action has been taken as two code amendments have been necessary in order to ensure <br />the request is considered properly. The Planning Commission has already considered the Site <br />Plan and the Special Use Permit for the reduced side street yard parking setback. The final <br />element is the Special Use Permit for the drive-thru facility. This request relies on Council <br />• adoption of the proposed code amendment. <br />Jeff Wrede, Momentum Design Group, stated that at the neighborhood meeting that was held and <br />the six foot fence was discussed. It currently sits on the property lines, which is in a ditch and <br />may not shield the head lights. His company is willing to work towards a solution, such as <br />building a berm to raise the fence to an acceptable level to block the headlights. He reported that <br />Hollywood Video has resigned their lease, but is proceeding with this application in case they <br />
