MOTION APPROVED. <br />Howard asked staff if drivers would be able to go south on Silver Lake Road from the northern <br />exit. Gundlach replied that it is possible to turn south from the northern exit. O'Keefe stated <br />that currently a driver does have the choice to tum south from a controlled light, which is safer <br />than the proposed change. However, he does not believe that the impact is significant enough to <br />deny the application. <br />Zisla asked if any more thought had been given to the buffering of the parking lot from the house <br />to the north. Gundlach replied that there has not been any further suggestions on buffering to the <br />north and has not heard from any of the neighbors to the north. Wrede provided a cross-section <br />drawing of the property that shows where the privacy fence is currently located. The drawing <br />does show that the property drops by two feet from the parking lot, however the fence does block <br />a majority of the light from vehicles. <br />Motion by Zisla, second by Howard to APPROVE THE ATTACHED RESOLUTION <br />RECOMMENDING THAT THE CITY COUNCIL APPROVE THE REQUEST, WITH THE FOLLOWING <br />CONDITIONS AND CHANGES: <br />1) A six vehicle stacking lane is required. <br />2) The five stalls impacted by the 5"' and 6`t' stacked car in the drive-thru lane shall be <br />designated as employee -only parking. <br />3) The bump -out is eliminated from the plan to ensure no area of the parking lot lies closer than <br />15 feet from the property line. <br />4) The drive-thru user shall be limited to a non -restaurant user, which is defined as "drive-in & <br />fast food, site -down full service, site -down full service nightclubs/bars." Prepackaged food, <br />not prepared on-site is okay. <br />5) Any menu signage with an intercom shall not be audible from adjoining or nearby <br />residentially zoned property. <br />6) Any illuminated menu signage shall be directed away from the residentially property to the <br />north and east. <br />7) The drive-thru lane is widened to 12 feet. <br />8) The fenee is reduced to a height of 3' at a loention 15' fFom the property line a" <br />variety of plant speeies are replaeed to ensure headlight illumination does not filer <br />beyond the eastern lot line. <br />8) City Council adoption of the Zoning Code Amendment impacting Section 11-020 (10). <br />5 ayes, 0 nays. Motion Approved. <br />0 Public Hearings: Draft 2008 Update to the Comprehensive Plan <br />Gundlach reported that the 2008 Draft Update to the Comprehensive Plan is complete and ready <br />for review. The review would be on going for the next six months, with another draft being <br />presented to the Commission and Council in October. She reviewed some of the projects for the <br />next ten years and briefly went over some of the major changes. The plan would be distributed <br />
