The united Theological Seminary shall be responsible <br />I for the control of weeds and shall maintain its entire <br /> premises in a neat, clean and orderly manner so as <br /> to equal or exceed the aesthetic qualities of adjaceni: <br /> properties. <br />N. Before any building permits shall be issued by the <br /> City, for further building on the premises in areas <br /> labeled Educational Buildings and Student Housing <br /> covered by this special use permit, the following <br /> requirements shall be met: <br /> 1. A complete master plan for the full development <br /> of the premises shall be prepared and submitted <br /> to the city for its approval. Such approval <br /> shall not be granted until a public hearing has I <br /> been held. The public hearing shall be noticed , <br /> as provided in the New Brighton Zoning Code for <br /> hearings on Planned Residential Developments. <br /> l <br /> 2. The master plan shall include the following: <br /> a. Location of a'l:Lproposed buildings <br /> b. aeight and bulk of all buildings . <br /> Size and location of all streets, driveways , <br /> c. I <br /> and parking areas i <br /> , <br /> , <br /> , <br /> d. Surface water drainage plan <br /> e. Size and location of all utilities <br /> f. Proposed use of all buildings , <br /> g. Location and layout of all proposed outside <br /> recreation facilities <br /> 3. After a master plan has been approved the approvaJ. <br /> of a building permit for any specific building <br /> shall be granted only after a public hearing has <br /> been held. Such hearing shall be noticed as <br /> hereinbefore provided and may be at the same time <br /> as the hear ing on the master plan. <br /> 4. The application for a building permit shall <br /> include all information required for a building <br /> permit including required landscape and plat plan" <br /> 5. The off-street parking requirements shall be <br /> determined by the city Council at the time each i <br /> building permit is authorized. " <br /> i <br /> 6. No building permit shall be approved for a i <br /> building which does not conform to the approved <br /> master plan. , <br /> 7.
