All doors and windows shall be kept closed during periods <br /> of operation so that all rendering plant air will be <br /> processed through a scrubber or burned, except during <br /> periods of loading and unloading when loading doors may be <br /> open but these periods shall be kept to a minimum. <br /> 2. That there shall be concluded by January 14, 1977 between <br /> the city and The Menge1koch Co. (hereinafter referred to as <br /> Company) an agreement in regard to odor emission tests <br /> which shall provide as follows: <br /> a. That emissions from the exhaust stacks of the <br /> following equipment shall be tested once in each <br /> six month period: <br />'I 1. Barrel Washing Steam Exhaust (if such emission <br />I <br /> is not included in the emission from scrubberB <br /> numbered 2. and 3. below) <br /> 2. Multi-Stage Scrubber 200-71-0-1 <br /> 3. Packed Tower Scrubber 200-75-0-2 <br /> b. That all costs associated with the tests and reports <br /> shall be borne by and paid for by the Company. <br /> That the Company shall allow the firm selected <br /> to perform the tests between the hours of 3:00 P.U. <br /> and 12:00 midnight, Monday thru Friday with no <br /> mO:r:e than one (1) hour prior notice of intent to <br /> perform said tests and shall not restrict the <br /> testing company from access to the property or <br /> facilities. <br /> c. That the City shall select the firm contracted to <br /> perform the test after f~rst consulting with the <br /> Menge1koch Co. and th,atthe date and time for <br /> such stack tests shall be at the discretion of the <br /> Ci1;y of New Brighton. The first such test of each <br /> stack emission shall not he performed until com- <br /> pletion of the proposed plant expansion authorizecl <br /> by the New Brighton City Council on July 13, 1976 <br /> and by Building Permit No. 5648, issued 10/29/76, <br /> and unti 1 completion of improvements to the barre:L <br /> washing steam exhaust listed in 2.a. above. In <br /> no case, however, shall said first tests be <br /> performed at a date later than March 1, 1977, <br /> provided that if the proposed construction is not <br /> completed by said 'date, because of circumstance <br /> beyond the control of the Company, then and in that <br /> event, the tests shall be performed within fifteem, <br /> (15) days of completion of said construction. <br /> d. Stack emission tests shall be conducted in comp1et.e <br /> conformance to American Society for Testing Materia1f <br /> Method 0-1391-57. <br /> e. City shall have the option of accepting the test <br /> results or requiring an additional test. <br />
