Report No. 08-286. <br />*Moved from ConsentAgauh <br />Councilmember Bauman acknowledged the efforts Northwest Youth & Family Services in the <br />community. She reported that the City contributes annually to Northwest Youth & Family Services, <br />and expressed concern that this may set precedence for other organizations. Councilmember Doffing <br />reported the mission ofNorthwest Youth & Family Services is to assist youth in the community, and <br />neighboring communities; the City has made this investment to assist in diverting <br />at -risk youth. City Manager Lotter clarified that the City has an agreement with Northwest Youth & <br />Family Services for the past 30 plus years, also there is no additional financial obligation to the City for <br />the Discovery Center at this time. <br />Motion by Councilmember Burg, seconded by Councilmember Doing to adopt the attached <br />Resolution supporting Northwest Youth & Family Services Discovery Center. <br />4 Ayes,1 Nays - Motion Carried <br />Ayes: Mayor Larson, Councilmembers Phillips, Doffing and Burg <br />Nay.: Councilmember Bauman <br />4. Approval for GameTme grant applications, and purchase of equipment and <br />ground material. Report No. 08-293. *Moved from Consent Agenda. <br />Councilmember Bauman reported this grant would benefit Driftwood and Vermont Parks playground <br />equipment; it was reported that the City would be required to match these grant dollars. The fielding <br />was planned to come from the Family Service Center debt service appropriation. Councilmember <br />Bauman stated she was not in favor of spending up to $70,000 towards park equipment, during a time <br />when the City is looking closely at budget issues. Councilmember Doffing reported that in 2006 the <br />Council had authorized staffto apply for these grants. Councilmember Bauman replied that the <br />economy has undergone significant changes since 2006, and there are other projects throughout the <br />City that take priority over park equipment. Councilmember Burg questioned the condition of the <br />equipment currently at the parks. Assistant Director of Parks and Recreation Jason West reported the <br />equipment is scheduled for needed replacement Councilmember Phillips stated he was under the <br />assumption that the Family Service Center debt service appropriation funds were already being used <br />for other purposes. Mr. West reported that if needed, damaged components would be removed. Mr. <br />Lotter stated the Family Service Center debt service appropriation was discussed earlier in the year, <br />and it was decided to move that into the non -fleet budget, and recommended if council is opposed to <br />utilizing the non -fleet budget, Park Dedication funds could be used. <br />Motion by Councilmember Bauman seconded by Councilmember Doffing to approve two <br />3.
