-3— <br />Breuer said that was correct. She would have to go back to check if the trail was <br />drawn in the new location or in the existing location. It may have been the <br />existing location, but as we continued down that road we realized that the soil <br />borings proofed it was going to be pretty cost -prohibitive. <br />Trevorrow stated the comment from the firm that did the soil borings was that <br />the soil was bad in some areas and to keep the trail in its current location would be <br />very expensive to do that. <br />Harreld asked if it was necessary to get Council approval to apply for the grant. <br />Breuer stated it varies. If we are going out for a $1,000 grant, (typically don't go <br />to Council to ask for their approval to go out for that grant. If it is $15,000 or <br />$20,000 dollars, probably, but if it is $100,000 you would first go to Council to <br />ask permission to go out for the grant. Once you get the grant, you go back to <br />Council to ask Council to accept the grant. Sometimes there is a time constraint <br />and the request from Council would be to apply for the grant, and if awarded, to <br />proceed and move forward. Sometimes a grant can be worked that way but it is <br />unusual. <br />Trevorrow asked if the reason we are looking at this is because there was a small <br />number of people who were opposed to that. <br />Breuer stated it is a difficult question for her to answer. Each Council member <br />. may have a different perspective on this. There were several people that were at <br />that Council meeting to express concern over the trail. <br />Trevorrow stated that it is too bad that there are a few that don't like it and yet the <br />park is for the community and for our City. He has a hard time understanding this. <br />In Europe, they have a lot of biking going on there. We have this trail and the <br />problem with the trail is that some claim it is inaccessible during certain times of <br />the year. What if we made it a cross-country bike route. The kids could use it as <br />an extreme bike route; it would be perfect for this. We are a small community. We <br />need to exploit our assets. We need to be pro -active. Why not look into it. <br />Harreld thought it was a good idea. We are at a real disadvantage not having a <br />Council liaison present. It feels like our ideas are not getting across to Council. <br />Harreld asked if the Council liaison will be changing <br />Breuer, stated it has been past practice to change Council liaison yearly. Keep in <br />mind that our timeline changed slightly. This Commission goes through March <br />31, 2009 (prior to that it was through February). <br />Breuer commented that the interaction piece is not there, but please be aware that <br />you and anyone in the City can go through and check the internet. Everything is <br />web streamed now. Also, several months ago, the City started taking names of <br />those who wanted to receive information about the Northwest Quadrant. Parks <br />and Recreation was added last month. The Department Happenings seem to be <br />key in what we are doing. We have our Department Happenings listed on there, so <br />residents can get a Parks and Recreation monthly update. They can also get Public <br />
