MINUTES <br />New Brighton Economic Development Commission <br />Regular Meeting — December 2, 2008 <br />7:00 a.m. <br />Members/Liaisons Present: Bob Benke, Mary Burg, Dennis Flahave, Linda Harmon, Steve <br />Larson and Mark Nelson. <br />Members/Liaisons Absent: Cynthia Lesher, Tim Roche, and Jim Sculthorp. <br />Staff Present: Dean Lotter, City Manager; David Black, Assistant Community Development <br />Director; and Jennifer Lavandowska, Office Support. <br />Call to Order <br />Nelson called the meeting to order at 7:00 a.m. <br />Approval of Minutes <br />The minutes of the November 6, 2008 meeting were presented for approval. All approved. <br />Council Report <br />Burg reported that the Truth in Taxation meeting, held on December 15t, was well attended and <br />Council is planning to approve the budget at the December 91" Council meeting. She added that <br />at the next Council meeting policy issues regarding commissions will be discussed. <br />Northwest Quadrant Report <br />The market study for the Northwest Quadrant has been started and is expected by January 12tH <br />The study will review the land uses in the current plan and anticipated proposals for <br />development. Harmon requested a copy of the market study prior to the February meeting. <br />Black explained the financial assumptions sheet that was included with the packet. Nelson <br />indicated that he understands the City would not need additional funding for the development <br />until 2020. Black replied that the time frame is actually 2025, which allows the Council to take <br />its time in choosing potential projects. <br />West Side <br />Black reported that the majority of the cleanup has been completed. The DEED grant <br />appropriation has been fully utilized, and application has been made for Metropolitan Council <br />reimbursements. <br />East Side <br />Black reported that staff continues to negotiate with Minnesota Commercial and M. T. Properties <br />regarding the purchase and exchange of the Butcher's Spur. There are two remaining issues, <br />environmental identification and the billboard on Block C. <br />Veit has begun cleanup of the dump, starting with Block A. The work will continue as long as <br />the weather allows and then will restart in the spring. Nelson asked whether staff had heard from <br />Cummins regarding Block A. Black replied that staff has not heard from Cummins, but it is <br />anticipated a decision would be made by the end of the year. <br />
