<br />City of New Brighton <br />February 22, 1983 <br /> <br />I <br /> <br />with greenery but would rather not use a wood <br />fence. <br /> <br />Councilmember Schmidt felt that if this area would <br />have been developed into single family homes, there <br />would have been more homes, people and traffic than <br />there will be with this type of development. <br /> <br />Gayle Bromander - 2278 18th St. - indicated that <br />he was not a part of the association which is part <br />of the outlot. He wanted to speak in favor of <br />the development, saying that it was nicely laid out. <br />He indicated to the Council that they should make <br />sure there is some protection for home owners <br />adjacent to the townhomes' open space area. <br /> <br />No one else present at the public hearing spoke <br />to the issue. <br /> <br />Motion by Benke, seconded by Janecek to close the <br />public hearing. 5 ayes - 0 nayes - motion carried <br /> <br />I <br /> <br />Councilmember Benke asked if there was anything in <br />our ordinances which would establish uses for <br />recreation areas. Director of Community Develop- <br />ment indicated that there wasn't but the City has <br />every right under the PRD to attach conditions for <br />approval. <br /> <br />Councilmember Benke questioned if there was an in- <br />tent on the part of the Planning Commission to <br />allow only green space in the area of concern. <br /> <br />Director of Community Development indicated that <br />buffering by means of landscaping was recommended <br />but that the Planning Commission did not specify <br />that the property should be passive in nature. <br /> <br />Councilmember Schmidt stated that in order to <br />protect the concerns of the people in the area <br />adjacent to the townhome open space area, he felt <br />that approval of the development should be conditioned <br />on limiting this area to passive use only. <br /> <br />Councilmember Blomquist suggested that only pools <br />and tennis courts be prohibited since these were the <br />concerns that were expressed. <br /> <br />Page Three <br /> <br />Motion by Schmidt and seconded by Blomquist to waive the <br />reading and adopt the RESOLUTION MAKING FINDINGS <br />OF FACT AND RECOMMENDING APPROVAL OF PRELIMINARY <br />PRD 37, AND PRELIMINARY PLAT PL-133, subject to con- <br />dition #6 being added to read: "that the outlot be <br />passive in nature and not include a swimrning pool". <br /> <br />I <br /> <br />4 ayes - 1 nayes(Benke) - motion carried <br />
