<br />City of New Brighton <br />March 8, 1983 <br /> <br />Page Two <br /> <br />I <br /> <br />questioned if the life span of a reconstructed <br />street was greater than an overlay. <br /> <br />The City Engineer replied that it is generally <br />expected that a reconstructed street would have <br />a life span approximately three times greater <br />than a street that has been overlayed. <br /> <br />Arnold Rolland, 1555 Silver Lake Road, stated that <br />he had lived in this area for approximately thirty <br />years. Mr. Rolland stated that when Silver Lake <br />Road was constructed, Ramsey County put four storm <br />sewers into Stony Lake. Mr. Rolland stated that <br />there has never been a problem with water elevation <br />at Stony Lake and that he did not feel that the <br />area homeowners should have to pay for the new <br />storm sewer project since any problem that might <br />exist was a direct result of the construction of the <br />Pike Lake Townhomes. Mr. Rolland stated he felt <br />the road was in need of repair but that there was <br />no need for the storm sewer. <br /> <br />I <br /> <br />Mayor Harcus questioned how often flooding would <br />occur according to the consulting engineer's <br />computer model. <br /> <br />The City Engineer stated that the information was not <br />known but could be obtained from the consulting <br />engineer. <br /> <br />Jack Anderson, 1651 23rd Ave. N.W., questioned what <br />amount of rainfall would be necessary to cause <br />flooding. <br /> <br />The City Engineer replied that the information was net <br />available at this time. <br /> <br />Mr. Anderson stated that he remembered an excessive <br />amount of rainfall back in 1977 and that since that <br />time there has been no problem with water in the <br />Stony Lake area. Mr. Anderson asked what there was <br />proposed for the vacant property on the North side <br />of Stony Lake. <br /> <br />I <br /> <br />The Director of Community Development stated that the <br />property was zoned Rl-single family residence which <br />has been typically developed as single family homes <br />at a density of approximately 2~ to 3~ units per acre. <br /> <br />Mr. Ted Broberg, 1508 23rd Ave. N.W., questioned where <br />the proposed storm sewer from Stony Lake would cross <br />his property. <br /> <br />ii' <br />
