<br />City of New Brighton <br />March 8, 1983 <br /> <br />Page Three <br /> <br />I <br /> <br />city Engineer reviewed the proposed storm sewer <br />location noting that there would be no construc- <br />tion on the Broberg property. <br /> <br />Ms. Kay Schaeffer, 1650 - 23rd Ave. N.W., stated <br />shewas happy to see that the council could not <br />take action this evening. She stated that there <br />appeared from the engineer's presentation that the <br />storm sewers were apparently adequate at present. <br /> <br />City Engineer stated that at present there is no <br />safety valve for this area and that a severe storm <br />now could cause a problem. City Engineer further <br />stated that as future development occurs, especially <br />in the area North of Stony Lake, the threat of <br />flooding increases substantially. <br /> <br />Ms. Schaeffer stated that if the future flooding <br />concern was a result of the property on the North <br />side of Stony Lake being developed, she felt it was <br />reasonable to have that developer pay for the storm <br />sewer. <br /> <br />I <br /> <br />councilmember Schmidt stated that storm sewer projects <br />have historically been paid for by all those properties <br />contributing to the drainage water shed. <br /> <br />Ms. Schaeffer questioned whether the proposed recon- <br />struction of 23rd Avenue will have an economical <br />benefit to their properties. <br /> <br />Mayor Harcus noted that by law municipalities are <br />required to have appraisals in all improvement <br />projects such as this. Mayor Harcus noted that in <br />this particular case, the City's appraiser feels <br />there would be a benefit to the properties. <br /> <br />Ms. Schaeffer stated that she was worried that the <br />future sale of their homes may be negatively impacted <br />as a result of there being assessments on their property. <br /> <br />Councilmember Benke commented that it could also be <br />argued that an astute buyer would recognize the value <br />of a good street. <br /> <br />I <br /> <br />Mr. Steve Harhaj, 1570 26th Ave" stated that the <br />City Engineer has contradicted himself regarding the <br />need for storm sewers in this area. Mr. Harhaj stated <br />that approximately one year ago the City Engineer <br />permitted a small pond southwest of his property, to <br />be half filled and that the City Engineer had informed <br />him that there was sufficient storage capacity in the <br />area.
