<br />City of New Brighton <br />March 8, 1983 <br /> <br />Page Four <br /> <br />I <br /> <br />should be no need for this storm sewer that is <br />proposed. <br /> <br />Mrs. Betty Rolland, 1555 Silver Lake Road, stated <br />that there is an outlet from Stony Lake at the <br />southwest corner of the lake. <br /> <br />Ms. Mary Dymanyk, 2651 15th St. N.W., questioned how <br />the storm sewer improvement would be assessed. <br /> <br />Mayor Harcus stated that storm sewer assessment would be <br />on a square footage basis for those properties within <br />the water shed. <br /> <br />Ms. Linda Trevorrow, 1694 23rd Ave. N.W., questioned <br />whether property taxes would be increased if, in <br />fact, property values were increased as a result of the <br />street project. <br /> <br />councilmember Schmidt stated that it possibly could <br />be argued that taxes should be increased to correspond <br />with property value increases. <br /> <br />I <br /> <br />Ms. Trevorrow stated that many homeowners were having <br />problems with their budgets and that this was the <br />worst possible time for this project. She stated that <br />she could see some problems with the street, but <br />stated she would like to see the project delayed until <br />better economic times. <br /> <br />Mr. Richard Jarosak, 1515 23rd Ave. N.W., stated that <br />he thought this was a problem in terms of chronology. <br />Mr. Jarosak stated that the homeowners are being asked <br />to absorb costs of the future development north of <br />Stony Lake. Mr. Jarosak stated that he felt it would <br />be better to wait until the property north of Stony <br />Lake develops before the road is reconstructed and the <br />storm sewer installed. <br /> <br />Councilmember Benke noted that the problem with <br />delaying the project is that there is no idea as to when <br />that property will be developed, and the street <br />currently is in need of repair. <br /> <br />I <br /> <br />Mrs. Sullivan, 1615 Silver Lake Road, stated that <br />she was the property owner of the five acre~ north <br />of Stony Lake and that she feels there will be no <br />development on that property for at least five years. <br />
