<br />City of New Brighton <br />March 8, 1983 <br /> <br />Page Five <br /> <br />I <br /> <br />Mr. Jack Anderson, 1651 23rd Ave. N.W., stated that <br />it seemed to him there were four alternatives which <br />were: <br /> <br />1. Repair curbs; <br /> <br />2. Make minor repairs to the street in the appro- <br />priate spots; <br /> <br />3. Reconstruct the street but delay the storm <br />sewer; <br /> <br />4. Complete the project as proposed. <br /> <br />Mr. Edgar Guntzel, 1608 23rd Ave. N.W., stated that the <br />water level of Stony Lake has varied only slightly <br />which must mean there is an outlet for Stony Lake and, <br />therefore, the storm sewer safety valve would not be <br />necessary. <br /> <br />I <br /> <br />Mr. Ken Chupita, 1565 23rd Ave. N.W., stated that he <br />felt that 23rd Avenue was in as good or as bad a <br />condition as many other streets in the area. Mr. <br />Chupita stated that only small areas of the street <br />needed repair rather than the entire length of 23rd Ave. <br /> <br />Mr. Doug Kessler, 1565 26th Ave. N.W., stated he did <br />not feel there was a need for the storm sewer. <br /> <br />Mr. Bill Taylor, 2301 15th Street N.W., stated that <br />the storm sewer drains on 14th Street were plugged <br />and that the drainage situation could potentially <br />be improved if the drains could be cleaned. Mr. <br />Taylor questioned whether the proposed 23rd Avenue <br />project would have an impact on the rezoning of property <br />south of his. <br /> <br />Mayor Harcus noted that any development or rezoning of <br />the property south of Mr. Taylor's was a separate issue <br />and, in fact, that property was not in the same water <br />shed area. <br /> <br />Mr. Morrie Gillet, 1575 23rd Ave., stated he felt the <br />street reconstruction appeared to be preventative <br />maintenance and unnecessary. <br /> <br />I <br /> <br />City Engineer noted that what is proposed is a complete <br />new street rather than just street repairs. <br /> <br />Mr. Gillet asked if this was the first project in the <br />City's street program. <br /> <br />Mayor Harcus stated that this is an ongoing program. <br />
