<br />City of New Brighton <br />March 8, 1983 <br /> <br />Page Seven <br /> <br />I <br /> <br />review and comment. <br /> <br />3 Ayes - 0 Nayes - Motion carried. <br /> <br />City Engineer reviewed the proposed Improvement <br />project #83-2, street reconstruction of 19th <br />Avenue S.W. <br /> <br />Improvement <br />Project #83-2 <br />Report #83-43 <br />lO:10-10:20p.m. <br /> <br />Mr. Stefan Prokopiuk, 51 19th Ave. S.W., presented <br />a petition signed by all but two residents who <br />opposed the reconstruction of 19th Avenue. <br /> <br />I <br /> <br />Mayor Harcus with consent of the Council, directed receipt of a <br />petition from residents of 19th Ave. N.W. <br />Mr. Prokopiuk wanted to know where the estimated <br />cost came from. Mr. Prokopiuk also stated that <br />he disagreed with the fact that the street was in <br />bad repair. He further stated that the street was <br />not sealed or crushed rock put on in four years. He felt <br />one section of curb needs repair. He felt the <br />street received no major traffic and that it was <br />not in bad condition. Mr. Prokopiuk also questioned <br />what percent of the street is in need of repair, and <br />further stated it was wrong to repair now when it <br />was not needed with the idea of saving money. <br /> <br />Mayor Harcus stated the City has seventy miles of <br />streets to maintain, and that they all need repairs <br />at different times. <br /> <br />Director of Finance presented two letters from residents <br />Frederick Schwabe, 82-19th Ave. S.W., and Patrick <br />E. Bump, 151 19th Ave. S.W., opposing the proposed <br />improvement project. <br /> <br />Mr. Richard DeFilippis, 30 19th Ave. S.W. questioned <br />why there is no scheduled maintenance on the street <br />in four years, and stated he was in total disagreement <br />with the project. <br /> <br />Mr. Bob Hines, 77 19th Ave. S.W., stated he walks,:,the <br />street every day in the summer, and that there was only <br />two spots that have any break-up. He futher stated he <br />felt there was three to five years of use left in the <br />street before it has to be re-built. <br /> <br />I <br /> <br />Mr. Roger Williams, 26 19th Ave. S.W., stated he was <br />one of the residents that did not sign the petition. <br />He further stated from outside appearances there is <br />no need for reconstruction, but that he would rather <br />start paying for it now if it is needeq. <br /> <br />.' <br />
