Mr. Bromander <br />stated that in the next few days he was going <br />to be talking to the New Brighton Park Board <br />about the possibilities. <br /> <br />No one else present at the public hearing <br />spoke to the issue. <br /> <br />Motion by Benke, seconded by Janecek to continue <br />the public hearing on consideration of establishing <br />a municipal development district until 8:00 p.m. <br />on December 22, 1981. <br />5 ayes - 0 nayes - motion carried <br /> <br />Council Business <br />The City Manager reviewed the proposed <br />gambling ordinance and staff report. <br /> <br />Gambling Ordinance <br />Report No. 81-267 <br /> <br />Mr. Jack Bell, representing the New Brighton <br />Eagles Club, spoke regarding the proposed <br />gambling ordinance. Mr. Bell stated that <br />the ordinance, with some clarifications, <br />meets the needs of the various non-profit <br />organizations and also provides the needed <br />securities for the City of New Brighton. <br />Mr. Bell stated that a particular concern <br />was for the fee structure which could, if <br />left as proposed, be somewhat high and a <br />dUficulty for the various organizations. <br /> <br />The City Manager stated that in establishing <br />the ordinance and the structure for the ordinance <br />and for the investigations necessary the City <br />will be incurring a significant start-up cost <br />and for that reason felt that the fees as <br />proposed were appropriate. <br /> <br />The Mayor stated that he was concerned that <br />the ordinance as proposed would effectively <br />stop raffles for such organizations as the <br />Boy Scouts and Girl Scouts because of the <br />high license fees. <br /> <br />Mr. Orv Kraus, 1252 12th Avenue NW, representing <br />the New Brighton Eagles Club, stated the Club <br />was in favor of the gambling ordinance and urged <br />the Council to adopt the ordinance as proposed <br />with the exception that the fees were considered <br />somewhat high. Mr. Kraus asked the Council to <br />consider some amendments to the license fee structure. <br /> <br />-3- <br />
