Ms. Waelti stated that the document is <br />very flexible, very conservative, an~ yet very <br />feasible. <br /> <br />.' <br /> <br />Mr. Dick Graves, repreSenl"ing O'Connor and Hannan <br />reviewed the cash flow analysis for the proposed <br />Tax InCrement Finance Plan. ,Mr. Graves stated that <br />the plan as prepared was very conservative, had <br />no inflationary value projected, used a constant <br />mill rate and even with this conservative approach <br />was a feasible plan. <br /> <br />... <br /> <br />Mr. Jim Finley, attorney representing North Star <br />Truck Company, stated that they were concerned for <br />the well being of their approximately 30 employees, <br />that they were occupying approximately 2~ acres of <br />the site, that they had been given no consideration <br />in terms of notification nor had they had time to fully <br />consider the impact of the situation and they would <br />appreciate if the Council would consider this particular <br />area separately from the rest of the proposed development <br />district. <br /> <br />I <br /> <br />Mayor Senden stated that the City had no rights at <br />present regarding this property but that he would <br />erlcourage the property owners to begin working with <br />staff to see if there needs can be accommodated, Mayor <br />Senden assured Mr. Finley that if the City acquired <br />any rights to the property that City staff would make <br />every effort to work with the property tenants. <br /> <br />Mr. Larry Dobbins, President of Mid-~tate Trailer Sales, <br />stated that he had only heard of the possible development <br />approximately one month ago and that he just wanted the <br />opportunity to fully prepare for a possible move. <br /> <br />Mr. John Miller, property owner, stated that he was in <br />favor of the development district design but he just <br />wanted to state that he wanL0d l0 be given the chance <br />to develop his property privately. <br /> <br />Mayor Senden gtated that it was the jrltent of the Council <br />to work with all existing property owners and that it was <br />the intent to have private development with only pUblic <br />ussistance to help facilitate that private development. <br /> <br />I <br /> <br />. <br /> <br />-4- <br />
