16. Ramsey/Washington County Watershed District
17. City of Vadnais Heights
18. Ramsey County Library System (Internet Connection)
Most of these cities are smaller in size and did not have full-time IT staff at the time they joined
the Roseville IT network. Prior to joining the City of Roseville, many of these cities were
contracting out there IT services to a private company. The purpose behind the Roseville model
is for cities to benefit from one common or shared network. This in turn created a less expensive
IT option for a number of these member agencies. Most of these government agencies
experience the biggest cost savings through the ability to share in the purchasing and
maintenance costs associated with servers, programs, security, and phones.
Roseville IT Department provides all of its clients with a standard operating system that includes
access to a group Microsoft Exchange Server, Standardized Security System, IP phone system,
and Laserfiche. The proposal submitted by the City of Roseville would cover the City of New
Brighton's costs associated with the operation, maintenance, technology support, licensing, and
security of the Microsoft Suite ( these programs include: Microsoft Word, Excel, Power Point,
Access, and Outlook) software.
The City of Roseville currently provides support to 875 employees that operate under a single
network provider system known as I -Net. The Roseville I -Net model is similar to how 3M and
other larger companies operate their IT systems. All future improvements to the I -Net operating
system are reviewed and approved by a majority of the operating committee that is comprised of
City Managers/City Administrators, department heads, and IT personnel.
The City of Roseville recently submitted a price quote of $117,473 to operate a portion of New
Brighton's operating system in 2010. The price quote is based upon the number of IT users the
City of New Brighton currently has and the projected hours per week that the City of Roseville
would have to provide the City with IT support. The following is a break down of the $117,473
proposal:
• Server Licenses=$3,753
• Security/SPAM Licenses=$7,386
• Internet Access=$3,551
• Roseville IT Salaries/Benefits=$100 012
• Projected Total=$117,473
Background Information Regarding the City of New Brighton's IT Services -
In 2001, the City of New Brighton hired its first IT staff person to respond to its growing needs
for technology support and long range planning. At this time, the City's technology system was
outdated and not compatible with other government agencies. Over the last seven years, the City
of New Brighton has invested approximately $745,612 in Information Technology
improvements. The following is an approximate breakdown of those costs:
• Computers, phones, monitors $283,371.00
• Hub Room (Servers, Software, Anti -Virus, etc.) $322,227.00
• Audio Visual Equipment $140,014.00
Projected Total $745,612.00
2
