<br />1 <br /> <br />1 <br /> <br />1 <br /> <br />,~ <br />F <br /> <br />City of New Brighton <br />February 25, 1982 <br /> <br />Mr. Foss asked what the schedule was for <br />the project. <br /> <br />The City Engineer replied that it was proposed <br />that this project be done early this summer <br />and hope to have it completed by August. <br /> <br />Ralph Moses, Eastman Drive, stated that most of <br />the neighbors on Eastman Drive were there tonight <br />and that they were almost all opposed to this <br />project. <br /> <br />Doris Moses stated that they don't feel that <br />they should pay for any engineering mistake <br />that was made when Silver Lake Road was constructed. <br /> <br />Mayor Harcus asked the City Attorney if the <br />City had any liability for the road in the present <br />condition should something happen. <br /> <br />The City Attorney replied that if the City knowingly <br />took no action regarding a potential hazard and if <br />something did happen as a result it was potentially <br />liable. <br /> <br />Verden Hartin, 2654 Eastman Drive, stated that he <br />had lived there since 1946 and that he had never <br />had any problem with water until the street was paved. <br />Mr. Hartin also replied that the marsh area had never <br />overflowed since 1946. <br /> <br />Maria Cantele, 2554 Eastman Drive, stated that she <br />felt that the County should be contributing to the <br />cost because of the problems on Silver Lake Road. <br /> <br />Motion by Harcus, seconded by Blomquist to close <br />the hearing. <br />4 ayes - 0 nayes - motion carried <br /> <br />The Mayor with consent of the City Council directed <br />receipt of a letter from Mr. J. N. Skutley, 2605 <br />Eastman Drive, in which he indicated his opposition <br />to the project. <br /> <br />~ <br /> <br />Motion by Janecek, seconded by Blomquist to waive <br />the reading and adopt a RESOLUTION ORDERING <br />IMPROVEMENT AND AUTHORIZING PREPARATION OF PLANS <br />AND SPECIFICATIONS FOR THE CONSTRUCTION OF THE <br />EASTMAlJ ROAD STORM SEWER, PROJECT #82-11. <br />4 ayes - 0 nayes - motion carried <br /> <br />The City Engineer reviewed the project and <br />project costs. <br /> <br />Improvement <br />Project #82-12 <br />Report No. 82-36 <br />10:51 - 11:25 <br />RESOLUTION #2569 <br /> <br />Mr. Brad Peterson, 787 6th Avenue NW, asked <br />if they would be widening the street just in <br />front of the care center. <br /> <br />-13- <br />
