City of New Brighton February 25, 1982 1 The City Planner replied that the property proposed to be developed separated the property to the east and a private parking lot so that no direct access to any of that property would be possible. However, the City Planner noted that there did exist a driveway easement from the property proposed to be developed to Silver Lake Road that could perhaps be used to provide access to the property along Silver Lake Road from the east. No one else present at the public hearing spoke to the issue. Motion by Harcus, seconded by Janecek to close the hearing. 4 ayes- 0 nayes - motion carried 1 Motion by Blomquist, seconded by Benke to waive the reading and adopt a RESOLUTION MAKING FINDINGS OF FACT AND APPROVING APPLICATION FOR PRELIMINARY PLANNED RESIDENTIAL DEVELOPMENT, PRD-33, AMENDING PRD-2; AND PRELIMINARY PLAT, PL-129 and to defer action on the building permit application, LP-122, until final consideration of PRD-33 and PL-129. 4 ayes - 0 nayes - motion carried The City Engineer reviewed the proposed project and various costs. Councilmember Janecek asked that if the new proposed storm sewer was serving only the property on the west side of Silver Lake Road was it fair to assess properties on the east side of Silver Lake Road. The City Engineer replied that the properties shown in the drainage area are benefiting even though the majority of the construction will actually occur on the west side of Silver Lake Road. 1 Councilmember Benke asked that since the project was to be completed in June or July of this year would it be possible to assess those costs in this year rather than wait until 1983.
