<br />I <br /> <br />I <br /> <br />I <br /> <br />~i,~~",:,:"',.,.i',:':i:',.:1t <br /> <br />,I'~\", <br /> <br />City of New Brighton <br />February 25, 1982 <br /> <br />Lawrence Vance, Pastor of Atonement Lutheran Church, <br />asked if anyone other than Salem Baptist Church was <br />benefiting by the proposed Improvement Project. <br /> <br />Mayor Harcus explained the storm sewer assessment <br />policy regarding watersheds and those properties <br />contributing to the watershed area and past Council <br />policy. <br /> <br />Pastor Vance asked if it had been determined that the <br />Atonement Lutheran property was in fact contributing <br />to the problem. <br /> <br />The City Engineer replied that based upon a combination <br />of actual field survey work and observation work it was <br />the Engineering Department's opinion that Atonement <br />Lutheran Church was in fact contributing to the storm <br />sewer situation. <br /> <br />Melanie Bankers, 2181 Rice Creek Road, stated that they <br />do not have any drainage problem and that they do not <br />see why anyone other than the Salem Baptist Church <br />would be benefiting by the Project. <br /> <br />The City Engineer reiterated the City policy regarding <br />storm sewer assessments noting that it is policy to <br />assess all properties that contribute to the watershed <br />area and also noting that under that philosophy, everyone <br />is responsible for their own property and water that it <br />contributes to the storm sewer system. <br /> <br />Gary Bankers, 2181 Rice Creek Road, stated that he <br />agreed with the proposed assessment approach. <br /> <br />Motion by Harcus, seconded by Blomquist to close <br />the hearing. <br />4 ayes - 0 nayes - motion carried <br /> <br />Motion by Janecek, seconded by Benke to waive the reading <br />and adopt a RESOLUTION ORDERING IMPROVEMENT AND AUTHORIZING <br />PREPARATION OF PLANS AND SPECIFICATIONS FOR THE PROPOSED <br />CONSTRUCTION OF THE RICE CREEK ROAD STORM SEWER, PROJECT #82-2. <br />4 ayes - 0 nayes - motion carried <br /> <br />The City Engineer reviewed the proposed <br />project and associated costs. <br /> <br />Improvement <br />project #82-6 <br />Report No. 82-36 <br />8:31 - 9:1S <br />RESOLUTION #2563 <br /> <br />Councilmember Benke asked what the policy <br />was regarding assessment of corner lots. <br /> <br />The City Engineer replied that all corner <br />lots in the City havebeen assessed on a per <br />foot basis based on the smallest street <br />frontage. <br /> <br />-S- <br />
