Granting control or partial control of land for transportation <br />rights-of-way, powerline rights-of-way, pipelines, sewer lines, and <br />landfills. <br /> <br />2. Construction of structures such as fire stations, civic centers, <br />libraries. indoor recreation facilities, and communication towers. <br /> <br />The Bureau recognizes that the above actions are not all-inclusive <br />and that other kinds of actions not listed would in fact result 1n <br />a Section 6(f) conflict. The authority to make a final determination <br />as to whether a potential Section 6(f) conflict exists rests with <br />the Bureau. <br /> <br />Requests for Approval of Changes in Use <br /> <br />When the potential conversion has been established. the state should <br />accompany its request to the ~ureau for approval of the conversion <br />with the following documen~s. as appropriate:, <br /> <br />_ 1. A justification for the proposed actfon and.B certification by the <br />state that: the conversion would be in accord with the existing state- <br />wide comprehensive outdoor recreation plan. <br /> <br />,2. Maps illustrating the location of the Fund-assisted land that would <br />be taken or converted aud the location of the proposed replacement land. <br />Where-appropriate. site pla?s or parcel maps should be submitted. <br /> <br />3. Assurances by the state that the land proposed for substitution <br />is of at least equal fair market value and of reasonably equivalent <br />usefulness to the land to be taken or converted. Land values should <br />be based on appropriate appraisals meeting BOR standards (Manual Part <br />675.2.5). ' <br /> <br />~ 4. A discussion of the conversion's impact on recreational values <br />and experiences within the Fund-assisted park area. <br /> <br />_ 5. When appropriate. a discussion of feasible alternatives to the <br />~ction requiring conversion. This discussion should explore alternatives <br />which would either mitigate the effects of the conversion or preclude <br />the conversion completely. <br /> <br />r- 6. As applicable. a copy of the proposed easement or other less- <br />than-fee interest conveyance document.
