Councilmember Schmidt stated <br />that ever since he had moved into the City, <br />redevelopment of the downtown had ~een a major <br />issue but nothing had ever been ac~omplished. <br />Councilmember Schmidt stated t~at he felt the <br />City now had an opportunity to finally attain <br />something that had been frequently discussed <br />and that he felt this project was in the best <br />interest of not only the downtown !Jut of the <br />zntire City and for those reasons felt the Council <br />should approve the Letter Agreeme:,.,t. <br /> <br />Councilmember Blomquist asked who would own the <br />land initially and what land if any would be <br />sold to the developer when the project was sold. <br /> <br />Mr. James Casserly, City Bond Co~nsel, stated that <br />initially all of the land would be owned by the <br />City and that at the time of the sale the property <br />beneath the hotel would be sold t~the developer <br />and that the City would retain oW::1ership of the <br />parking area. <br /> <br />Councilmember Blomquist asked"if the first floor <br />would be purchased by the develope= when he sold <br />the proj ect. <br /> <br />Mr. Casserly replied that the Agreement made it <br />manditory for the developer to buyout the City <br />when he sold the project. <br /> <br />Councilmember Benke indicated that he was concerned <br />for the public notification of this project and <br />agreement and questioned whether a public hearing <br />or series of public meetings to discuss the issue <br />might be appropriate. <br /> <br />Mayor Harcus stated that he felt that citizens were <br />aware of the project and the proposal now being <br />considered and that he had personally discussed <br />the issue with everyone he had come in contact with. <br />Mayor Barcus stated that the reaction he received <br />was that as long as risks could C2 kept at a minimum <br />and the project would be viable that the citizens <br />he talked to were in favor of the project. <br /> <br />Councilmember Schmidt stated that there had been <br />a presentation a few weeks ag0 by City staff <br />regarding the project to the New Brighton Chamber <br />of Commerce, that he had personally spoken to <br />the Rotary club and that he had talked to representatives <br />from the Mounds View School District regarding this project. <br /> <br />-3- <br />
