<br />I <br /> <br />I <br /> <br />I <br /> <br />J <br /> <br />City of New Brighton <br />July 27, 1982 <br /> <br />of obtaining all file information from the Department <br />of Defense regarding the potential water contamination <br />problem. In additio~ the Council discussed providing <br />the Department of Defense with all information relative <br />to what the City is doing in regard to the contamination <br />problem and what the rationale has been for actions to <br />date. <br /> <br />Motion by Blomquist, seconded by Benke to: <br /> <br />1. Order the preparation of plans and specifications for propose~ <br />new Wells #10, ll, and 12. <br />2. Authorize staff to obtain proposals from consulting engineering <br />firms for the preparation of plans, specifications and cost <br />estimates for iron removal plants for proposed new Wells #10, <br />ll, and 12. <br />3. Order the preparation of a financing plan for the water supply <br />system improvements. <br />4. To direct staff to assess litigation strategy options. and initiate <br />appropriate action. <br />5. To direct staff to investigate methods to reduce or limit water <br />demand and other ways to reduce the capital expenditures. <br /> <br />4 ayes - 0 nayes - motion carried <br /> <br />Mr. Robert Lee was present to answer questions regarding <br />his request for an ordinance amendment regarding the <br />sale of liquor on Sunday mornings. <br /> <br />Ordinance Amendment - <br />Sunday Liquor Sales <br />Report No. 82-179 <br /> <br />Councilmember Janecek stated that she felt the ordinance <br />in place was adequate for the City of New Brighton and <br />that she would generally oppose an amendment permitting <br />the sale of liquor before noon on Sundays. <br /> <br />Councilmember Schmidt stated that it is apparent that <br />the petitioner is looking towards Sunday brunches in <br />regard to football days and also that it is quite likely <br />that the downtown hotel would also like to have brunches <br />and other events on Sundays. Councilmember Schmidt felt <br />that he could see no harm in amending the ordinance and <br />felt that it may be appropriate to do so. <br /> <br />Acting Mayor Blomquist stated that he was generally <br />opposed to changing the Sunday liquor ordinance stating <br />that he felt the intent of the ordinance when originally <br />drafted was to leave Sunday morning as a family time <br />and that he could see no evidence to change the ordinance <br />at this time. <br /> <br />Councilmember Benke noted that when 0ur ordinance was <br />originally drafted the State law in effect provided <br />for liquor sales only being allowed starting at noon on <br />Sundays.
