<br />I <br /> <br />I <br /> <br />I <br /> <br />"'.......... .- <br /> <br />. ............ r <br /> <br />_;~J. <br /> <br />"",,~~U"~_ ~.."J~J). ...' <br /> <br />City of New Brighton <br />August 24, 1982 <br /> <br />The City Engineer reviewed the project 81-2, <br />project costs and proposed assessments. <br /> <br />Mrs. Julkowski, 542 Rolls Road, questioned <br />whether or not there was a reduced assessment <br />cost for senior citizens. <br /> <br />The City Engineer stated that senior citizens <br />can apply for a reduction or deference of <br />assessments by filing notice through Ramsey <br />County. <br /> <br />Don Leier, 519 3rd Avenue NW, questioned how <br />the 12.5% interest rate was determined. <br /> <br />The City Manager stated that the bonds were <br />previously sold at slightly over 11% and that the <br />12.5% interest to be charged was deemed necessary <br />in order to provide sufficient coverage for pre~ <br />payments and non-payments. <br /> <br />Motion by Schmidt, seconded by Blomquist to close <br />the hearing. <br />5 ayes - 0 nayes - motion carried <br /> <br />Improvement Project <br />81-2, Foss Road <br />Storm Sewer <br />8:0l - 8:09 <br />RESOLUTION #2622 <br /> <br />Motion by Blomquist, seconded by Schmidt to waive <br />the reading and adopt a RESOLUTION ADOPTING ASSESSMENT <br />ON FOSS ROAD STORM SEWER, PROJECT 81-2. <br />4 ayes - 0 nayes - 1 abstention (Benke) - motion carried <br /> <br />Councilmember Benke stated for the record that he abstained <br />from voting on the assessment project 81-2 as he is a <br />property owner within the assessment area and therefore <br />has a financial interest in that project. Councilmember <br />Benke also stated that he wished to thank staff for their <br />efforts to save the existing trees along Foss Road. <br /> <br />1he City Engineer reviewed the project 81-5, <br />project costs and proposed assessments. <br /> <br />Peter Hnath, 1500 16th Street NW, questioned <br />whether someone actually was on the properties <br />to determine drainage direction. <br /> <br />The City Engineer replied that in this particular <br />case all properties were field checked during an <br />actual rainy period. <br /> <br />Harold Gunelius, 1550 16A Street, questioned <br />what the bond money was used for. <br /> <br />-4- <br /> <br />Improvement Project <br />81-5, 16A Street <br />Storm Sewer <br />8:09 - 8:13 <br />RESOLUTION #2623 <br />
