I

I

I

City of New Brighton
August 24, 1982

Councilmember Benke stated that one concern
he had was for the steep slopes proposed for
the pond to be created in conjunction with
the ditch improvement in the southwest quadrant
of 1-694 and 3SW. Councilmember Benke indicated
he would like to see the Watershed District
consider either some slope changes or fencing
in this area if the project were to be completed.
Councilmember Benke also indicated a concern for
that ditch improvement project and its relationship
to the future development of that property.

Motion by Benke, seconded by Blomquist to request
the Rice Creek Watershed District Board of Managers
to consider either slope changes or fencing in
regard to the County Ditch #4 proposed improvement
project as the project area is in the vicinity of
an elementary school.
S ayes - 0 nayes - motion carried

Councilmember Schmidt indicated and the City Council
consensus was that the City Council would appreciate
if it could be conveyed to the Rice Creek Watershed
District Board of Managers that the City Council
would appreciate if possible a meeting with the
Board of Managers to discuss various improvement
projects and just general communications.

The City Council discussed the citizen survey
and proposed implementation areas as recom-
mended by staff.

Councilmember Benke indicated that he would like
to see staff develop some recommendations in regard
to the area regarding senior citizens and their
fears of nighttime outings. Councilmember Benke
also noted that it was encouraging to see that a
good majority of residents apparently are not opposed
to increasing taxes to maintain services, however,
it must be noted that just because they are not
opposed necessarily to raising taxes it does not
mean that the City Council should consider that a
mandate to increase taxes.

Motion by Benke, seconded by Blomquist to direct
staff to proceed with the following in regard to
implementation of certain aspects of the citizen
survey as follows:

1. Road Maintenance. To direct staff to explain the
Comprehensive Street Plan to residents in an article
in the City Hall newsletter.

-7-

Citizen Survey
Report No. 82-206
